- This is a modification to the synopsis entitled SOFIA Science and Mission Operations Support (NNA16ZPX001L) which was posted on October 9th, 2015. You are notified that the following changes are made: NASA requests further information from interested parties on the subjects outlined below. As indicated in the RFI, the program anticipates sustainment of the observatory through May 2034. NASA is considering a period of performance that could potentially keep the awardee on contract for up to 18 years (5 year base period and a series of two year options through 2034) if all options are exercised. NASA is seeking input on this approach. Specifically, NASA contemplates a potential period of performance as follows: Base Period; 5 years beginning in March 2017 through February 2022 Options 1 - 6; 2 years beginning March 2022 through February 2034 Option 7; 1 year beginning March 2034 through February 2035 NASA is currently contemplating a primarily Cost Reimbursement contract with limited tasking on a Firm Fixed Price basis. NASA is also considering what types of performance incentives may be appropriate for a support contract of this potential length. NASA is seeking industry input on the contract type, incentives and the potential performance period. Please provide input on the contract type, and utilization of incentives, including use of incentive fee, award fee and award term that industry believes is appropriate for this requirement. In addition, please discuss this approach in terms of pricing for the option years beyond the 5 year base period. What are the industry challenges to accurately estimate costs, including labor and overhead up to 18 years in advance? What is your approach to mitigate these challenges? Can the risk of pricing an extended performance period for a primarily labor intensive requirement be appropriately mitigated by the use of a Cost Reimbursement contract? If not, why not and what additional contract or pricing provisions would NASA need to consider to mitigate the risk to an acceptable level? The due date for responses to this amendment is January 7, 2016. Documents related to this procurement will be available over the Internet.
