- This is a sources sought notice and does NOT constitute a request for proposal, request for quote, or invitation for bid. NO AWARD will be made from responses to this sources sought. The intent of this notice is to identify potential Offerors for determining whether to set-aside the requirement for small businesses. The Naval Facilities Engineering Command Marianas is seeking eligible firms capable of performing a Design-Bid-Build construction project for P-635, Municipal Solid Waste Landfill Closure, Andersen Air Force Base, Guam. The scope of this project is to provide a final landfill closure capping system for a municipal solid waste (MSW) landfill area. The landfill closure capping system includes a final cover system, passive landfill gas venting system, final cover slope protection drainage system, and an all-weather access road with lined drainage swale. The work shall be located at the MSW Landfill Cells 1 and 2 at Andersen Air Force Base, Guam. The contract will be for a term of five (5) months. The estimated cost of construction for this project is between $5 million and $10 million. Potential Offerors who have the skill, capabilities, and bonding necessary to perform the described project are invited to respond to this sources sought announcement by providing the following information no later than 4:30pm (Guam Time) on 30 December 2015, via email to Teresa.Aguon@fe.navy.mil. 1) Provide a cover letter that includes a point of contact and company name, address, telephone numbers, and email addresses. 2) Provide up to five projects that best demonstrate company experience relative to the types of work covered by this requirement. Projects should be representative of North American Industry Classification System (NAICS) Code 562212, Solid Waste Landfill, and small business size standard $38.5 million. 3) Provide a letter from the surety company certifying your ability to obtain bonding for work covered by this requirement and your company bonding capacity for a single project. 4) Indicate your business size in accordance with FAR Part 19 and the NAICS Code 562212. Specifically, please indicate if you are a small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and/or woman-owned small business concern. The Government will use responses to this sources sought announcement to make appropriate acquisition decisions for a future procurement. Responses received after the deadline or without the required information will not be considered. Since this is a sources sought announcement, no evaluation letters and/or results will be issued to the participants.
