A. Sources Sought Notice: NHLBI-CSB-DE-2016-041-KEW B. Title: Oral Surgeon for the NIDCR Dental Clinic C. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified business sources; and (2) their size classification relative to the North American Industry Classification System (NAICS) code 622110 for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. FAXES ARE NOT ACCEPTED D. Information: 1. Background The National Institutes of Health (NIH) is the nation's medical research agency-making important discoveries that improve health and save lives. The National Institute of Dental and Craniofacial Research (NIDCR) improves dental, oral, and craniofacial health through research, research training, and the dissemination of health information. The Dental Clinical Resource Core (DCRC) conducts clinical research, provides training in clinical research through the Clinical Research Fellowship and provides an oral medicine and dental consultation service for the unique Clinical Center patient population. It is the goal of the DCRC to advance the development of clinical applications of laboratory research to benefit both oral and systemic health. The DCRC has a continuing requirement for a part time Oral Surgeon/Residency Trainer. The prior order number is HHSN268201500033A. 2. Purpose and Objectives The purpose of this acquisition is to procure a part time Oral Surgeon and Residency Trainer to facilitate delivery of treatment and consultative services in the Dental Clinic as well as providing training to the Dental Clinics Oral Surgeon Residents. With these services, it is expected that study subjects will be provided with surgical care, there will be appropriate management of subjects during their involvement in the research protocols, and residents will receive surgical training and management of medically complex patients in a research setting. 3. Project Requirements 1. Clinical Tasks o The Contractor shall perform both routine and complicated oral surgery procedures, including but not limited to oral biopsies, exodontias (tooth extractions), surgical extractions, hip biopsies, implants, and oral consultations. The Oral Surgeon should be competent in provision of accompanying IV sedation. 2. Residency Training Tasks o Train 3 or more rotating Oral Surgery Residents in Outpatient and Inpatient oral surgery care, including but not limited to routine and complicated oral surgery procedures, oral biopsies, exodontias (tooth extractions), surgical extractions, hip biopsies, implants, and oral consultations. o Participate in the weekly NIDCR Clinical Case Conferences for training purposes. 4. Contractor Requirements 1. The Contractor shall ensure that the oral surgeon possesses a valid Maryland State dental license, Acute Life Support Certificate, and medical malpractice to cover the oral surgeon. The Contractor should have malpractice coverage rates of $1,000,000 per occurrence and $3,000,000 aggregate. 2. The Contractor shall ensure that the oral surgeon will be credentialed at the NIH Clinical Center. 3. The Contractor shall give prompt notification when an oral surgeon can no longer perform at the Dental Clinic. Prompt notification means as soon as the Contractor learns of the oral surgeon's inability. 4. The Contractor shall grant the Oral Surgeon time to work in the NIDCR Dental Clinic for at least one day per week in consultation with the Clinical Director and the Chief of Consults. 5. The Contractor shall provide a replacement Oral Surgeon if the assigned Oral Surgeon is unable to fulfill their clinical duties. 6. The contractor shall, in the event that the contractor cannot provide an Oral Surgeon to come to the Dental Clinic and provide services, the contractor will treat patients at their own clinic or hospital at no additional costs to the NIDCR. 7. The Contractor shall possess knowledge of systemic biology, complex oral lesions, and oral manifestations of systemic conditions. The Oral Surgeon should have experience with unique populations groups, such as, primary immunodeficiency's, blood dyscrasias, syndromic and genetic conditions, infectious diseases, and cancer therapy. 8. The contractor shall work a total of one (1) eight (8) hour day per week. 5. Government Requirements 1. The Dental Clinic and the Office of the Clinical Director shall provide administrative and clinical support to the Contractor and/or the Oral Surgeon. 2. Administrative Support The OCD will provide the Oral Surgeon with access to the NIH Campus, a work station, a telephone, and access to necessary NIH systems to perform duties at the NIH. 3. Clinical Support The Dental Clinic Staff will provide the oral surgeon with technical support staff to perform procedures and necessary space and supplies in the dental clinic. 4. Evaluation of the Contractor The NIDCR Clinical Director will evaluate the performance of the Contractor and Oral Surgeon. The NIDCR Clinical Director may request reports, performance evaluations from the contractor to access the overall clinical performance of the oral surgeon for credentialing evaluation purposes. 6. Anticipated Period of Performance/Delivery Date January 9th, 2016 - January 8th, 2017 7. Capability Statement Interested parties are expected to review this notice to familiarize itself with the requirements of this project. Failure to do so will be at your firm's own risk. The following information shall be included in the capability statement: a. A general overview of the respondents' opinions about the difficulty and /or feasibility of the potential requirement, and any information regarding innovative ideas or concepts. b. Information as needed in sufficient details of the respondents' (a) staff expertise, including their availability, experience, and formal and other training; (b) current in-house capability and capacity to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and management capability; and (e) examples of prior completed Government contracts, references, and other related information. c. The respondents' DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HUBZONE, etc) pursuant to the North American Industry Classification System (NAICS) code: 622110, General Medical and Surgical Hospitals, Small Business Size $38.5 Million. d. Any other information that may be helpful in developing or finalizing the requirements of the potential acquisition. e. The capability statement shall not exceed 20 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size minimum, in either Microsoft Word or Adobe Portable Document Format (PDF), with 8-1/2 by 11 inch paper size, and 1 inch top, bottom, left and right margins. f. All proprietary information should be marked as such. Statements should also include an indication of current certified small business status; this indication should be clearly marked on the first page of your capability statement (preferably placed under the eligible small business concern's name and address). Responses will be reviewed only by NIH personnel and will be held in a confidential manner. 8. As a result of this notice, the NHLBI may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME.
