- 1. The 628th Contracting Squadron at Joint Base Charleston, South Carolina, intends to award a contract for Transient Alert/Enroute Aircraft Service. The prospective contractor shall perform Transient Alert/Enroute Aircraft services at Joint Base Charleston, SC in accordance with standards established by the U.S. Department of Defense (DoD), the United States Air Force, the Air Mobility Command (AMC), Joint Base Charleston and this Performance Work Statement (PWS). 2. The prospective contractor tasks will include: (1) Transient Alert Management Functions, (2) Aircraft arrival services, (3) Aircraft processing services, (4) Aircraft departure services, (5) VIP services, (6) Vehicle and equipment escort service on the airfield, (7) Emergency services or Special Events, (8) Open House, (9) Aircraft Grounding/Tie Down Point Cleaning 3. The Joint Base Charleston Transient Alert/Enroute Aircraft Services operation is a twenty-four hours per day, seven days a week, and 365 days a year operation. 4. Transient aircraft includes Air Force aircraft, DoD aircraft, commercial aircraft, foreign aircraft, and some private aircraft. The prospective contractor will be responsible for ground handling, marshaling, installing safety pins, inspecting brakes, inserting ground chocks and protective covers, grounding aircraft, placing ladders and staircases if necessary, assisting aircrew, and minor maintenance on all transient aircraft not assigned to Joint Base Charleston. 5. This contract action is being considered for 100 percent set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns. 6. The performance period for this service is a basic period running 1 Oct 2015 thru 30 Sep 2016 and four (4) one-year option periods. 7. A firm-fixed priced contract is contemplated. 8. The applicable North American Industry Classification System (NAICS) code is 488119 with a small business size stand of $32,500,000.00. 9. The successful contractor will be selected using Price Performance Tradeoff (PPT) procedures, representing the best value to the Government. A formal Request for Proposal will be issued on or about 19 Jun 2015 on the Federal Business Opportunities web page at http://www.fbo.gov. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review the website frequently for any updates/amendments. 10. All prospective contractors must be registered in the System for Award Management (SAM) (www.sam.gov) in order to be eligible for award.
