Description
Naval Air Systems Command (NAVAIR) intends to issue a sole source modification to an existing contract pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." The Firm Fixed Price (FFP) contract N00019-14-C-0070 with Insitu, Inc., Bingen, WA will be to expand UAS ISR services to a second United States Navy (USN) ship. The period of performance for the modification will be a one-year base contract with one 12-month and one 6-month option providing critical UAS ISR services in direct support of NAVCENT and 5 th Fleet tasking. The contract modification also contains an option to conduct upgrades to the Scan Eagle system aboard the initial ship in contract N00019-14-C-0070. Insitu, Inc. is the only source that can fulfill this requirement based on the current intelligence architecture of the Central Command (CENTCOM) Combatant Commander (COCOM) and NAVCENT. Only the Scan Eagle unmanned aircraft system is able to provide the unique capabilities necessary, as it is the only accredited unmanned aircraft system able to support the existing intelligence architecture. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only.
