Senior Central America Regional Land, Border and Maritime Operations Advisor San Salvador, El Salvador Issuance Date: 12/16/2015 Closing Date: 12/23/2015 SOLICITATION NUMBER: PSC-16-013-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. POSITION TITLE: INL Senior Central America Regional Land, Border and Maritime Operations Advisor 6. MARKET VALUE: $101,630 - $132,122 (FS-01 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award, with four optional years 8. PLACE OF PERFORMANCE: San Salvador, El Salvador 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The U.S. Department of State's (DOS) Bureau of International Narcotics and Law Enforcement Affairs, Office of Western Hemisphere Programs, Central America Regional Security Initiative (INL/WHP/CARSI) team supports foreign assistance programs throughout Central America. The Bureau is responsible for the development, coordination, implementation, and supervision of international narcotics control, law enforcement activities, and international criminal justice issues for the DOS. The Senior Central America Regional Land, Border and Maritime Operations Advisor will serve as a key advisor in the region to assess and sustainably integrate law enforcement activities across borders, and elevate to a regional level law enforcement coordination and operations by national host governments and U.S. advisor-supported task forces. In support of the U.S. Strategy for Engagement in Central America, the Senior Regional Advisor will seek to build on existing capabilities of law enforcement units in the region, particularly vetted units and task forces, and establish regional networks for operational, training, and coordination purposes to improve the impact of national law enforcement forces to jointly address common regional threats to security. The Senior Regional Advisor will work with INL Directors, INL advisors, and INL-supported interagency personnel to plan and coordinate the implementation of projects and operations designed to link national-level law enforcement actions across international borders throughout Central America and, if applicable, elsewhere in the hemisphere. The Senior Regional Advisor will develop best practices to oversee, coordinate, and administer transnational law enforcement activities. The Senior Regional Advisor will provide expertise in the strategic planning and development of land, border, and maritime law enforcement programs with the goal of implementing and expanding transnational operations among existing law enforcement units, particularly but not exclusively vetted units. The Senior Regional Advisor will provide expert advice to a range of law enforcement units, in coordination with relevant INL or INL-supported personnel, to increase understanding among country teams and partner nation units of the relative and respective capacities of law enforcement units, and to determine how best they may be leveraged in near and long term timelines to increase cross-border information sharing and operations. Operational objectives include, but are not limited to, counternarcotics and anti-trafficking operations, as well as the establishment or expansion of intelligence platforms for information sharing and best practices for regional coordination and cooperation. RELATIONSHIP The Senior Regional Advisor reports directly to the INL Director at Embassy San Salvador, El Salvador and will have close working relationships with the INL/WHP CARSI Team Lead, Directors of INL sections and offices in Central America (Guatemala, El Salvador, Honduras, Belize, Nicaragua, Costa Rica, and Panama), and their designees as determined by INL Directors. The Senior Regional Advisor will be based in San Salvador, with access to Embassy San Salvador's INL offices, but will spend the majority of time at field-based locations in El Salvador and the other six countries of Central America. Due to the unique regional nature of the position, the Senior Regional Advisor will be required to coordinate with the INL Director or his/her designee upon arriving and departing a country, and while in country as necessary. The Senior Regional Advisor will provide monthly updates to the CARSI Team Lead in Washington, D.C., and to the respective INL office where work was performed during the month, and will be required to travel to Washington periodically. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/POST Director(s) and; 2. INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. DUTIES AND RESPONSIBILITIES 1. Serve as the INL Senior Regional Advisor in Central America to assist in the coordination of operations, intelligence-sharing, and joint training opportunities for law enforcement units in the region, with particular focus on cross-border activities and information sharing among like-minded units (e.g., anti-gang units). 2. Provide strategic and tactical information and recommendations on the organizational and operational capacities of host nation law enforcement units, particularly with regard to their interaction with partner nation units. In consultation with relevant INL Directors in Central America and INL/WHP, develop and maintain a plan for operational, informational, and networking opportunities that will promote effective and sustainable regional coordination on land, border, and maritime law enforcement activities. 3. Build and foster collaborative partnerships in the community between host government law enforcement entities to strengthen coordination of information sharing and operational activities, as appropriate. 4. Develop best practices to oversee, coordinate, and administer transnational law enforcement activities. Implement best practices in coordination with INL personnel and INL-supported interagency personnel, as well as with host government law enforcement units. 5. In collaboration with the relevant INL staff, identify joint training needs for law enforcement units to strengthen host government skills in conducting transborder operations, information-sharing, and networking to combat illegal trafficking of people, drugs and commodities. Identify training options/course availability in the region or the U.S. 6. Provide strategic planning and process development, in coordination with relevant U.S. Government (USG) personnel, for coordination of law enforcement units spanning multiple countries, to include logistics, budgeting, and administrative and legal concerns. 7. Provide monthly reporting to INL/WHP and relevant INL Directors on activities, achievements, challenges and next steps. Reporting shall include key metrics, as identified by INL/WHP and INL Directors. 8. Attend meetings with U.S. and host-government officials as requested. COMPLEXITY The Senior Regional Advisor must be able to review host country law enforcement needs and capacity to increase the scope of operations and information-sharing; develop and manage relationships with multiple INL personnel, law enforcement units, and host government officials spanning the seven countries of Central America and Washington D.C.; ensure sustainability of projects through provision of planning, communication, and operational standards; and have the ability to integrate competing needs of partner nation law enforcement units into a coherent and comprehensive transnational approach. SCOPE AND EFFECTIVENESS The Senior Advisor performs a broad range of coordination tasks related to development of law enforcement capacity in a complex foreign assistance environment in Central America. PERSONAL CONTACTS The Senior Advisor works closely with the INL/WHP CARSI Team Lead, the Directors of INL offices and sections throughout Central America, INL field-based personnel, and INL-supported interagency personnel. The Senior Advisor will also have contact with Law Enforcement Officials of partner nations, coordinating agencies (USG or host country) as appropriate, and other INL Contractors. MINIMUM QUALIFICATIONS • U.S. Citizen, able to obtain/maintain a DOS Secret Security and medical clearance. • A minimum of ten (10) years' experience as a sworn civilian law enforcement officer or as a military officer with security related duties in an organization of at least twenty-five (25) personnel and having attained a law enforcement rank equivalent to a lieutenant or a military rank equivalent to lieutenant colonel. • Demonstrated ten (10) years supervisory experience. • Demonstrated ten (10) years experience in the area of law enforcement operations, management, / training. Proven record of accomplishment of implementing law enforcement programs in Latin America. Specific experience with police liaison activities and establishing a police presence in difficult high-crime zones/areas. • Demonstrated experience working with partner nation policing programs, policing tactics and theories, and management of resources. • Graduate of an accredited U.S. university with a Bachelor's Degree or higher. • Demonstrated ability to interact effectively with high-level officials (governmental and non-governmental.). • Demonstrated relevant work experience in law enforcement program management, training, and problem-solving methodologies. • Demonstrated communication and liaison skills appropriate to work with a wide variety of governmental, public, and private sector representatives, as well as with local community members and groups. • Ability to write proficiently in Spanish as well as read and speak Spanish at the FSI 3/3 Level. • Proficient in Microsoft Office Suite. • Physically able to reside in San Salvador, El Salvador or other locations as assigned, and able travel throughout the region on a frequent basis. • Ability to work in highly hazardous environment with potential exposure to verbal and physical threats from criminal elements. • Knowledge and experience with USG regulations, standards of conduct, and ethics. • Complete the Contracting Officer Representative (COR) distance-learning course through Foreign Service Institute (FSI) within 120 of arriving at Post. Obtain/maintain Federal Acquisition Certification - Contracting Officer's Representative (FAC-COR) Level III Certification within 120 of arriving at Post. (see http://www.fai.gov for details) • Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within the first six (6) months of assignment successfully. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. EVALUATION CRITERIA Factor 1 Offeror's relevant experience planning and developing law enforcement strategies, narcotics interdiction operations and crime reduction programs; ability to coordinate with host-country civilian and police officials; ability to effectively work in a multi-cultural and overseas environment; and experience deploying techniques for improved police institutions, notably violent crimes, interdiction, and anti-trafficking. (30 points) Factor 2 Offeror's capability to serve as a role model for trying new approaches and building collaborative relationships to implement improved coordination and joint operations methodologies, especially in remote high-crime areas, and use position to influence and educate others. Demonstrated ability to emphasize and reinforce modern police philosophy vision, values, and mission among multiple organizations to support and articulate a commitment for improved policing techniques as the dominant way of doing business. (30 points) Factor 3 Offeror's knowledge of program management, concepts, practices, and principles to analyze and develop recommendations for program implementation and USG objectives. Demonstrated ability to manage resources, influence by design, and effectively collaborate to further goals, objectives, and activities. (25 points) Factor 4 Past Performance evaluation of applicant's ability to perform under contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. (15 points) COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
