Description
Market Research and Sources Sought for information on capability and availability of potential contractors interested in proposing on a Construction Contract for the Mobile District's construction program in Peru in support of the Navy Bureau of Medicine and Surgery (BUMED). This is a SOURCES SOUGHT SYNOPSIS and is NOT a solicitation announcement. Responses to this Sources Sought Synopsis will be used by the U.S. Government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates a future procurement to acquire a construction contract for the Mobile District to provide construction services to complete an existing administration building in Lima, Peru. The existing building was partially constructed during a previous effort which was terminated for default. The existing building is approximately 2700 square feet and consists of four exterior concrete walls with steel brackets where components for a roof that did not meet specification were removed, has no roof, has 2 door openings that must be widened in order to configure them to accept blast doors and no windows. The floor slab must be constructed and some limited buried utilities were constructed on the site. Lima is in a high seismic zone; therefore, this building is designed to defeat a high seismic event and a terrorist threat. The construction services required under this contract will require the construction contractor to finish all construction to complete the building and connect it to the local base utilities. Services provided under this contract will include, but are not limited to roofing, concrete and masonry work, electrical, plumbing, communications, HVAC, Steel work to US standards in Lima, Peru, South America. The contractor will be constructing on a US military base inside a Peruvian military base and it is the construction contractor's responsibility to abide by all US and Peruvian military access requirements as well as any restrictions placed on the contractor by the US Embassy. The firm selected must be capable of dealing with Peruvian customs as it brings parts and construction materials into Peru. The proposed contract duration will be one (1) year. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 236220 with a Small Business Size Standard of $33,500,000 average annual receipts over three years. Responses are requested with the following information, which shall not exceed a total of eight pages. 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Description of capability to perform the proposed synopsis, prepare and comply with various environmental documents and permits, and capacity to execute this project with other ongoing contracts. 3. Past performance/experience on projects of similar scope and magnitude, describing no more than five (5) projects that are at least 80% complete within the past five years. The past performance information should include project title, location, general description to demonstrate relevance to the proposed synopsis, the Offerors' role, dollar value of contract, and agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). If submitting past performance/experience on a project in the role of a subcontractor, include the Prime Contractor's name and a quantifiable amount (percentage) of the project your company contributed to the overall scope of work. Prime Contractor experience is preferred but not required. Interested Offerors shall respond to this Sources Sought Synopsis no later than 15 February, 2015.
