- The U.S. Fish and Wildlife Service Northeast Region 5 intends to issue a solicitation for regional Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contracts (MATOC) for renovations, repairs, upgrades, rehabilitation, and preventative maintenance. The Government anticipates award of a minimum of 3 and a maximum of 10 individual MATOC awards. Individual Task Orders will be competed among awardees. This opportunity is only available to Small Business Concerns. The potential contract term is 5 years which includes 1 base year and 4 one year options. The minimum contract value per year per awardee is $2,000 with a maximum $2 Million. The contractor shall provide all labor, materials, tools, equipment, supervision, management and transportation required for repair/rehabilitation of various projects, in accordance with the Task Order requirements. Task orders will be Firm Fixed Priced and contractors must self-perform at least 15% of the work. These contracts are for the execution of a broad range of maintenance, repair, rehabilitation, and demolition. Work to be performed under the IDIQs will be within the North American Industry Classification System (NAICS) codes as follows; 238110 through 238990 Specialty Trade Contractors. The small business size standard is $15 million. Awardees will be sent all statements of work for future projects in the following states: Maine, New Hampshire, Vermont, New York, Massachusetts, Connecticut, Rhode Island, New Jersey, Pennsylvania, West Virginia, Maryland, Delaware, and Virginia. Awardees will have the opportunity to submit proposals or decline if not interested in a particular project. The Government will evaluate proposals in response to this solicitation based on evaluation factors which will be set forth in the solicitation package when posted. Interested contractors must be registered in SAM (System for Award Management, www.sam.gov) including completion of Reps and Certs to be eligible for award. Based on the estimated value, some Task Orders will require bonding. Dept. of Labor Wage Rates will apply to all Task Orders. The Solicitation documents will be posted to Federal Business Opportunities (www.fbo.gov) and Fed Connect (www.fedconnect.net) o/a January 4, 2016. Paper copies will not be available. Once the solicitation is posted, it is incumbent upon the interested parties to review those sites frequently and/or register for any updates/amendments to the solicitation.
