Draft Performance Work Statement RFI Instructions In order to reshape leadership training and the broader leadership and management training continuum, LMS will seek outside expertise to: (1) develop a comprehensive leadership training needs assessment, (2) conduct an audit of leadership and management training in existing FSI courses, and (3) conduct a benchmarking study of leadership development programs and leadership and management training continuum in use by other federal agencies and in private and non-profit sectors. These three products will serve as a foundation for LMS to move forward with identifying options for overhauling its existing leadership training and development continuum and more fully incorporating continuous and blended learning elements, online modules, coaching, and other mechanisms to best meet the training needs of the Department. The results of this research will inform the reshaping of a new Leadership Development Continuum. This contract work will complement in-house work already under way with the leadership development continuum, including aligning and sequencing core content throughout existing courses at the mid- and senior-levels.
