Description
The National Park Service has a requirement for the following project. If you are interested, please submit your detailed capabilities in WRITING to demonstrate same or similar experience. This is not a request for proposal or invitation to bid. No proposal package, solicitation, specification or drawings are available with this announcement. Response to this announcement is strictly voluntary; no reimbursement will be made for any costs associated with providing information in response to this sources sought announcement or any follow-up information requests. If you choose to submit a package, clearly identify the park and project on your package (YOSE Mariposa Grove Phase 5) and identify your socioeconomic status (8(a), HUBZone, Service Disabled Veteran, WOSB, EDWOSB, and Small). Your email capability information MUST be 6 pages or less and be SPECIFIC to the scope provided. You must also provide a letter from your bonding company verifying your bonding levels. Your response is due no later than 4:00 pm Mountain Time on December 24, 2015. The Government anticipates conducting a competitive acquisition for this requirement. The amount of interest or lack thereof will determine the possibility of a competitive set-aside or full and open competition (the size of a small business firm includes all parents, subsidiaries, affiliates, etc.—see 13 CFR 121.108.) Misrepresentation of size status can result in penalties. All firms should be registered and certified in www.SAM.gov. Analysis of the quality of responses to this sources sought announcement will be considered in the market research being conducted, and in the making of any small business set-aside determination for this requirement. Yosemite National Park Mariposa Grove Restoration Project Phase 5 NAICS Code: 237310 Estimated Cost Range: $10 million - $16 million Estimated Period of Performance: May 2016 – May 2017 Project Description The purpose of this project is to rehabilitate and restore the health of the Mariposa Grove of Giant Sequoias (MG) while enhancing the visitor experience. The Grove is a major visitor destination for the park’s annual 4+ million visitors. The project is divided up into five phases that address long-standing issues associated with parking and roads within the Grove. In 2014, the NPS developed the Mariposa Grove Final Environmental Impact Statement (FEIS) in response to conditions in the Grove (including the park’s South Entrance) that adversely affect the ecological health of the Grove and diminish the quality of the visitor experience. This current solicitation is for Phase 5 of the Mariposa Grove Restoration Project. The specific Phase 5 work items include installation of the Stormwater Pollution Prevention Plan and associated BMP’s, construction of Lower Grove Area restroom/utility building and shuttle stop shelter, installation of SCADA system for utility systems, paving of the Lower Grove concrete plaza and walkway area and Grizzly Giant parking, installation of Lower Grove Area shuttle furnishings, repair of Upper Grove Area water line, replacement of South Entrance water line, construction of a new water tank, construction of South Entrance parking complex, restroom and visitor contact building, construction of South Entrance septic system and leach fields, and surfacing the Four Mile Road which provides access to the new leach field. ****Firms interested in the project should possess the following specialized skills and experience and address these specialized skills and experience in their responses to this Notice. 1) Experience in the construction of similar complexity and size projects including construction of water, sewer (onsite wastewater treatment system), electrical and telecom utilities; water tanks; trenching; road paving roads, paths and parking areas; restroom buildings; dry laid and mortared rock retaining walls, and site development. 2) Experience working in a similar environment, including: a. Working adjacent to other contractors working on different projects b. Responsibility for the protection of cultural and natural resources c. Experience working in cold weather conditions with snow and ice accumulations and in areas of high ground water d. Experience working in remote area where material deliveries and worker commutes are difficult. Bonding Capability Interested firms MUST provide a letter from their bonding company to confirm their bonding capacity.
