Description
16Q0053 Complete RFQ including Reps & Certs Combined Synopsis/Solicitation This is a combined synopsis/solicitation for commercial products prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Simplified procurement procedures will be used for this acquisition per Federal Acquisition Regulation (FAR) Part 13. This requirement is also a 100% small business set-aside. The Government reserves the right to award without discussions. Offerors are responsible for monitoring this site for the release of any amendments or other pertinent information. The solicitation number is N00173-16-Q-0053, and it is being issued as a Request for Quotation (RFQ). This requirement is being set-aside as a Total Small Business set aside under NAICS code 333314. Only qualified Offerors may submit responses. REQUIREMENT: The Naval Research Laboratory has a requirement for 1 each of an Infrared Temperature Mapping Microscope- Midwave infrared (IR)- based steady-state and movie mode temperature mapping, High speed transient temperature measurements with minimum 3 micro-second time constant, Submicron Resolution Thermoreflectance temperature mapping, 3- Sensor Microscope Head, 1024 x 1024 MWIR thermal imaging camera, High speed transient IR temperature measurement, 4 MWIR objective lens, Submicron Thermoreflectance CCD imager, 4 visible objective lens, Variable wavelength illumination source, Calibration base for thermoreflectance coefficient, Thermoreflectance transient imaging with pulsed illumination, 8-LED Single wavelength sources, Computer-controlled microscope X/Y/Z for focusing and navigation, Manual probe station and with XYO-tilt sample stage, Control electronics and analysis software, Vibration isolation table, 250 watt, 20 degrees C to 200 degrees C thermal stage. Items must be brand name or equal. Detailed specifications and closing dates are on the attached Request for Quotation/Standard Form 18. Note: Vendors will be ineligible for award unless they have registered in the System for Award Management 1.01 (SAM) database. INSTRUCTIONS FOR PREPARING AND SUBMITTING QUOTATION: 1. Complete attached SF-18, Request for Quotation (RFQ) Block 11, by inserting in Column (e), Unit Prices, your proposed price, in the space provided, for each contract line item. 2. Block 12 if applicable 3. Blocks 13a, 13b, 13c, 13d, 13e, 13f of the SF-18 4. Prior to submitting an offer, vendors must be actively registered in System For Award Management (SAM) per FAR 52.204-99, System for Award Management. Registration instructions may be obtained, and online registration may be accomplished at www.sam.gov. By submitting an offer, the vendor acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation. To be eligible for award, prospective vendors must be registered in SAM under the appropriate business category and NAICS code. In addition, unless available via SAM (i.e. www.sam.gov) vendors are also to include a completed copy of their Representations and Certifications as per the provision 52.212-3, Offeror Representations and Certifications-Commercial Items. DUE DATE: Quotes are due no later than 4:00 PM Eastern Time December 29, 2015 and will be accepted by e-mail. Quotes are to be submitted to Contracting Officer. Venders are responsible for confirming that their quote was received.
