- Local Clauses (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. APG-ADL-B.5152.206-4400 INTENT TO SOLICIT ONLY ONE SOURCE (FEB 2015) The proposed contract action is for supplies or services for which the Government is soliciting and negotiating with only one source under the authority of FAR Part 13.106-1(b) (1)(i) "Only one responsible source and No Other Supplies or Services Will Satisfy Agency Requirements." The name of the company the Government intends to award a contract to is Gamma Products, Inc., 7730 W. 114th Place, Palos Hills, IL 60465. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received prior to the closing date and time of this solicitation. (ii) The solicitation number is: W911QX-16-T-0051. This acquisition is issued as an request for quotation (RFQ) (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Federal Acquisition Circular 2005-85 dated 04 December 2015. (iv) The associated NAICS code is: 334519 (v) The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): One (1) Refurbished Gamma Products, Inc. G5020-100T Automatic Low Level Alpha/ Beta Counting System consisting of the following: • Rebuilt 21/4" dual wire gas flow sample detector with gas flow guard • Refurbished mobile floor cabinet • 5 removable sample cartridges, each containing 20 carriers • Ultrathin detector window (field replaceable) • 4" Pb shielding • MCA analysis for alpha/beta separation • PC Controller with Win8/ or Win7Pro, DVD, 20" LCD display • Operators manual • Installation and Training on -Site • One year On-Site Warranty G5000W System Software included: • Interactive menu driven operation • User defined sample "type" counting protocols • Automatic HV Plateau generation • Chi-Square test and systems diagnostics • Multi-Channel accumulation of alpha/beta spectrum • User selectable reporting units and formats(per sample type) • Automatic background subtraction • Counting parameters and sample data are stored in a database format • Report templates allow printing or regenerating a sample printout • Customer tailored printouts may be created • Basic Control Chart QA Reports One (1) Gamma Products, Inc. G5000 Low Background, Gas Flow, Alpha / Beta Proportional Counters as stated above. (vii) Delivery is required: within three (3) months After Receipt of Order (ARO). Delivery shall be made to US Army Research Laboratory, APG, MD. Acceptance shall be performed at US Army Research Laboratory, APG, MD. The FOB point is US Army Research Laboratory, APG, MD. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None (ix) The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: N/A (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations with its offer.
