N00164-16-R-JQ10 - SOLE SOURCE - LOGISTICS, ENGINEERING, PROVISIONED ITEM ORDER SPARES, AND RELATED TECHNICAL SERVICES TO SUPPORT THE PRECISION STRIKE PROGRAM (PSP) FOR AC-130J/W - FSC 5855/K099 - NAICS 334511 Anticipated Issue Date: 08 JAN 16 - Closing Date: 22 FEB 16 The Naval Surface Warfare Center, Crane Division plans to enter into a five year Basic Ordering Agreement (BOA) with L3 Communications Integrated Systems L.P. dba L-3 TCS (Cage Code 0F5W6) located in Warner Robins, Georgia. The unpriced BOA will have a ceiling of $12,500,000. The Statement of Work within the BOA will cover Logistics and Configuration Management, Engineering Support, Provisioned Item Order (PIOs) spares, Hardware, Related Technical Services, and Data to support the Precision Strike Package(PSP) for AC-130J/W. PSP equipment includes sensors, displays, mission control hardware, communication equipment, weapon and weapon control systems and related avionics. Supplies/Services includes support of integration of equipment on new and existing platforms, test (flight and ground) operations of new and existing aircraft installed equipment, and engineering assistance to Combat Acquisition Detachments at Eglin AFB, Hurlburt Field AFB and Cannon AFB. Logistics support will include maintain configuration control on delivered products, design and build PSP components and systems to support new integrations and employments, conduct analysis and test to obtain and retain System Safety and airworthiness certifications of new and existing installed PSP hardware and support equipment. Services will also include drafting and providing documentation for the flight release and AC-130 Configuration Control Board (CCB). Other documentation requirements may include drafting and delivery of complete technical orders and service bulletins for PSP and related equipment. The BOA will be placed in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "only one responsible source and no other supplies or services will satisfy agency requirement.". The basis for restricting competition is the lack of sufficient technical data, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The solicitation will include DFARS clause 252.225-7001. This synopsis is issued to advertise the five year BOA and requirements that will be met through orders placed under the BOA for a one year period. The request for proposal will not be made available through http://www.fbo.gov. The solicitation will be provided to the sole source contractor through electronic mail. The proposed noncompetitive contract action is anticipated to be an acquisition of non-commercial supplies/services. Responsible sources may submit capability statement, proposal, or quotation which shall be considered by the agency. A determination by the Government not to compete this proposed BOA based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
