Police Operations Advisor Guatemala City, Guatemala Issuance Date: 12/11/2015 Closing Date: 01/11/2016 SOLICITATION NUMBER: PSC-16-002-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. INL's Office of Western Hemisphere Programs (INL/WHP) develops narcotics control and anticrime policy initiatives for countries in the Western Hemisphere that produce and transit narcotics. INL/WHP provides overall program and policy direction for INL bilateral narcotics and anticrime assistance programs at overseas posts by developing and revising drug and crime strategies and coordinating program development with other U.S. agencies. INL/WHP is responsible for coordinating policy and programs with other U.S. Government (USG) departments and agencies involved in international narcotics control and crime activities, including the Office of National Drug Control Policy (ONDCP), the Department of Defense (DOD), Department of Justice (DOJ), Department of Homeland Security (DHS), Department of Treasury, and the U.S. Agency for International Development (USAID). The purpose of the personal services contract is to provide a Police Operations Advisor to the International Narcotics and Law Enforcement (INL) Section at the U.S. Embassy in Guatemala City, Guatemala. The Advisor will advise on all matters related to the development and implementation of police law-enforcement operations within the National Civil Police. The PNC of Guatemala consists of approximately 34,000 sworn officers, having undergone a rapid increase from 24,000 in four years. The Policia National Civil Police (PNC) is plagued with widespread corruption, their pay is low, and often times working conditions are less than adequate. Additionally, they are poorly trained and lack basic resources such as vehicles, radios, which makes it a very challenging environment to implement programs and teach new concepts. These issues adversely affect their ability to plan, carry out and sustain law enforcement operations. B.DUTIES AND RESPONSIBILITIES 1.Coordinates activities with the Police Professionalization and Reform Program Officer and the other policing advisors at post. 2.Provides strategic planning and process development on all phases of police law-enforcement operations from development through implementation; including planning, tactics, and strategy. Also, liaison with GOG officials, non-governmental organizations (NGOs), the Police Reform Commissioner and USG agencies. 3.Works with the Ministry of Government (MOG), Public Ministry (PM), Courts, and Police Reform Commissioner (PRC) to draft operational SOPs to include use of force guidelines and tactical manuals for PNC officers. 4.Creates a clearly written operational plan in coordination with the PNC and PRC that is consistent with existing laws, regulations, and protocols which identifies the mission and objectives of the investigative strategies to meet the demands of Guatemala. 5.Coordinates with the PNC Academy Advisor in developing training for PNC personnel. Courses should be specifically designed for each supervisory level and officers assigned to operations units as well as cadets. The courses should include techniques for planning law-enforcement operational strategies using the programs philosophy and crime statistics. 6.Coordinates training to all those identified operational units with a focus on goals and objectives of the full range of operational policing techniques from foot patrols to special weapons and tactics and include refresher training in ethics, professionalism, and information/intelligence gathering. 7.Works closely with the Public Ministry to develop a well-defined PNC/Prosecutor relationship and to more clearly define areas of responsibility for all who work in the operational process. 8.Assists the U.S. Embassy in its overall goal to strengthen and institutionalize the capabilities of Guatemalan law enforcement entities and justice sector personnel, while also ensuring that USG citizen safety, law enforcement, and rule of law interests are well served. B.-1 TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 of arriving at Post. 2.Completes the Introduction to Working in an Embassy (PN113) distance-learning (DL) course through the Foreign Service Institute (FSI) within the first six (6) months of arriving at Post. C.RELATIONSHIPS The Police Operations Advisor will receive general guidance from and report initially to the INL-G Director, and then to the Police Professionalization and Reform Program Officer once filled. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. D.DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1.INL/POST Director(s) and; 2.INL/Program Officer Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. E.MAJOR POSITION ELEMENTS 1.Responsible for keeping INL Director, INL/WHP Guatemala Program Officers, and other U.S. personnel, as appropriate, informed and briefed on all matters relating to operational unit policing programs, advisory assistance, and training initiatives in the Guatemalan law-enforcement entities. 2.Works closely and coordinate activities with the other INL program managers at post. 3.Assist the Guatemalan government to develop best practices to oversee, coordinate, and administer law-enforcement operations. 4.Builds the capacity of local law enforcement entities in order to promote citizen safety, improve law enforcement, and rule of law interests. Assist the Guatemalan government to implement, oversee, and coordinate best practices for achieving the goal of crime reduction at the precinct or higher level; 5.Assists in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items; 6.Attends meetings with U.S. and host-government officials as requested, including the regional working group meetings. Assist U.S. Embassy officials in developing citizen safety, law enforcement, rule of law, and operational strategies and programs; 7.Coordinates closely with U.S. government federal law enforcement agencies, the Police Reform Commission, U.S. military representatives in Guatemala, and USAID; 8.Evaluates and advise the U.S. Embassy on the performance of GOG agencies operating in conjunction with INL assets and resources regarding the preventive policing to evaluate and recommend the need for training; and, 9.Prepares regular reports for the INL Director including drafting sections of various program requests, cables, Congressional Notifications, and briefings, as requested. 10.Identifies training needs to enhance PNC operational capacities. Propose training options and course availability in the U.S. or internationally. 11.Serves as a grants officer representative and contracting officer representative. F.MINIMUM QUALIFICATIONS 1.U.S. citizen; able to obtain/maintain a Department of State Secret security and medical clearance. 2.Demonstrated ten (10) years of law enforcement experience, two (2) years of which must have been in operational management positions. 3.Demonstrated experience working in an overseas environment. Bachelor's degree from an accredited institution in a related field and graduate of a certified, state or federal law enforcement training academy. 4.Demonstrated four years' experience in project management roles, to include the competencies of strategic planning, resource management, budgeting, oversight, and evaluation. 5.Superior interpersonal and liaison skills in a multi-agency/multi-jurisdictional environment. 6.Superior English and Spanish language communications skills; oral and written. 7.Strong verbal and written skills, with ability to present, defend complex analyses and proposals concisely. 8.Proficient in Microsoft Office Suite. G.PREFERRED QUALIFICATIONS 1.Demonstrated understanding of law-enforcement operational challenges in Guatemala. 2.Significant and demonstrated experience in developing and managing crime-specific initiatives. 3.Significant and demonstrated operational and managerial experience in investigative policing. 4.Demonstrated experience conducting inspections of law enforcement related programs and procedures. 5.Demonstrated experience evaluating law enforcement personnel performance in regards to expected norms and procedures. 6.International demonstrated experience training/instructing foreign law enforcement personnel. 7.Significant and demonstrated experience managing police units to include: a.A minimum of four (4) years' experience supervising patrol officers and or other police operational activities. a.A minimum of two (2) years as a program supervisor in precinct and/or agency headquarters. b.Supervisory level experience in strategic planning for small, medium, and large police units. H.GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. I.EVALUATION CRITERIA Factor 1 Operations(30 points) Ability to provide guidance to all operational components of a law-enforcement organization. To include demonstrated ability to liaise with relevant USG agencies, domestic law enforcement and corrections agencies, and the international community for the purpose of sharing information and developing complementary policies and programs. Factor 2:Development/Planning(30 points) Demonstrated relevant experience in developing, planning and operating policing programs and ability to coordinate with civil leaders, local community officials, and members of the donor community. Factor 3Management/Budget(20 points) Knowledge of law-enforcement operational management, concepts, project management, budgeting practices, and principles in order to develop recommendations for effective program implementation Factor 4Past Performance(20 points) Past performance of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, which is provided by applicant or obtained from other sources. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
