- ATTACHMENT ENTITLED 'REPRESENTATIONS AND CERTIFICATIONS' for REGISTRATION in SAM(dot)GOV ATTACHMENT ENTITLED 'GENERAL CLAUSES' SAMPLE NOAA LEASE COVER PAGES The Government reserves the right to inspect and eliminate from consideration any or all expressions of interest; further, the Government may give consideration to properties other than those offered in response to this notice. NOAA Weather Radio is broadcasting on an existing Tower proximate to the Town of St. Pauls, North Carolina. The Government is seeking any expressions of interest that are no more than 2 kilometers of the following World Geodetic System 1984 location: 34°47'00" N 079°02'00" W The Government is considering a term of 5 years with termination rights and/or 10 years with termination rights. The Government has attached its sample agreement. Requirements: o Antenna height is required to broadcast signal with clearance to achieve clear aperture and to prevent interference with its broadcast signals o The tower or roof top shall be of sound and substantial construction capable of supporting an antenna o Frequency to be used is between 162.400 and 162.550 MHz o 24 to 36 square feet of secure climate controlled space to house equipment equivalent to a B250 Armstrong 1000 or similar (actual transmitter may be a different model and wattage) o Primary power needed is 240 VAC with surge suppressor o Access to telephone lines at the transmitter site is preferred o Transmission lines type Heliax Coaxial with a diameter of 7/8 inches or similar o The Lessor shall provide as part of the rental consideration, 24/7 access along with the necessary and appropriate level of security to the property that ensures the safety of the Governments equipment o Transmitter space must have a minimum ceiling height of 6 feet, a temperature range of 40 to 90 degrees Fahrenheit and have sufficient lighting to allow for maintenance of the equipment o Utilities and back-up power may be funded through the rent or through separate agreement Interested parties must formally write Mr. Marc Rappaport, NOAA Real Property Management Division, 1305 East West Highway, 5th Floor (5411), Silver Spring, Maryland 20910, no later than January 13, 2016. Expressions must include the following information: o Tower and transmitter space street address in addition to its latitude and longitude; o Ownership information; o Age of structure/building; o Availability of pad space or the potential installation of a pad, if necessary; o Availability of stand-by emergency power; o Availability of climate controlled transmitter space; o Availability of two (2) 220 VAC 20 AMP receptacles and one (1) 115 VAC quad outlet; o Surge suppression; o Structural/technical information regarding the shelter and tower facility; and, o FAA study information and FCC registration information, if applicable.
