- NWWG1300-16-00325 The National Oceanic & Atmospheric Administration (NOAA) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of F AR 13.106-1 (b)( i ), with Ross Engineering Corp., 540 Westchester Drive, Campbell, CA 95008 for a high voltage latching switch and subordinate parts in support of NEXRAD (Next-Generation Radar) Service Life Extension Program (SLEP). The requirement is to provide a quantity of complete high voltage switches and repair parts. These components are required to support the WSR-88D SLEP Pulse Modulator Upgrade. The complete high voltage switches will be used to support the build of complete pulse modulators and the individual switch components will be used to repair existing pulse modulators prior to upgrading as part of the SLEP. The sole source determination is based on NOAA's, National Weather Service (NWS) knowledge that the High Voltage relay used in the NEXRAD design was developed by Ross Engineering and therefore considered as a proprietary design. Since Ross Engineering maintains the proprietary rights for the design of the high voltage switch in question, the Government has little technical data on the design to assist in identifying an alternate part number/vendor. This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
