- 1. BACKGROUND: President Obama created the Interagency Trade Enforcement Center (ITEC) in February 2012 to "strengthen our capacity to monitor and enforce U.S. trade rights and domestic trade laws, and thereby enhance market access for U.S. exporters." ITEC brings together experts from executive departments and agencies to coordinate enforcement of U.S. rights under international trade agreements. The International Trade Administration (ITA) participates in ITEC by providing staff and funding for translation services. ITEC currently uses the State Department and the National Virtual Translation Center as its main sources for its translation services. Demand for translation services has grown since ITEC was founded. Coupled with increased need for this service are greater time constraints and an enhanced potential for service delays and deadline issues. The objective is to establish a source for translation services that will alleviate backlogging concerns. 2. DESCRIPTION/: ITEC requires translation services for various written material ranging from general textural documents such as news articles to complex legal documents such as laws, regulations, and legal briefs. Translation may be conducted in one of several directions (from foreign to English, from English to foreign, or from one foreign language to another foreign language). The service is amenable to addressing the more basic translation needs to highly technical requirements. The end product shall be a highly accurate and legally binding full translation. The Contractor shall deliver an electronic file (Microsoft Word) to ITEC. Foreign languages will include languages listed below: Arabic German Lithuanian Armenian Greek Bahasa Malay Bengali Hebrew Mongolian Bosnian Hindi Montenegrin Bulgarian Hungarian Nepali Chinese Icelandic Norwegian Chichewa Bahasa Indonesia Polish Croatian Italian Portuguese Czech Japanese Romanian Danish Kazakh Russian Dhivehi Khmer Slovak Dutch Kinyarwanda Spanish English Kirundi Swedish Estonian Korean Tajik Finnish Kyrgyz Thai French Lao Turkish Georgian Latvian Ukrainian The following is an overview of requirements for language service fulfillment: • Quality assurance: Translation of highly complex material must have the highest level of accuracy because it has the potential to be used in legal proceedings. Translations should flow properly in the target language and accurately convey the meaning of the original text without unnecessary changes to sentence structure, voice, or verb tense. • Timely completion: Effective fulfillment of language service requests must meet the demands of the schedules and deadlines of end users. • Technical capacity: Documents may have a range of translation technical requirements including standard, semi-technical and technical. Types of translation will cover polished finished translations, subject to review under an established quality control process, resulting in a work product that is accurate, reads smoothly, and consistently uses correct industry-specific terminology; reviews of previously translated documents, and harmonization of translated documents. Translation service covers various written material ranging from general textural documents such as news articles to complex legal documents such as laws, regulations, and legal briefs. Completed translations must incorporate preferred language from any glossaries provided to the vendor by ITEC. • Capacity to handle rush-jobs: Some translation requests will require a quick turn-around (3,000 words translated per 24-h period). Contractor shall have translators who are available to handle this type of request. Security • Due to the sensitivity of much of the material, each contractor shall have an active non-disclosure or confidentiality agreement, and the capacity to store and transmit information securely within the United States. • Contractor translation staff shall be U.S. citizens. 3. INSTRUCTIONS This is a REQUEST FOR INFORMATION. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. This RFI is in support of market research being conducted by NIST to identify potential capable sources. NIST intends to award a Blanket Purchase Agreement or Indefinite Delivery Indefinite Quantity contract for this effort. Contractors responding to this notice shall submit the following information to Monica Brown, Contracting Officer, at monica.brown@trade.gov Response Date: 12:00 pm on Thursday, December 17th EST by email to Monica Brown, Contracting Officer monica.brown@trade.gov Submission contents: 1. Company Information to include: a. Points of contact, addresses, email addresses, phone numbers b. Identification as a large U.S. business, small U.S. business, or foreign business c. Contract number under GSA Schedule 382 1, Translation Services if available. 2. Summary of related capabilities information based upon the questions listed below. It should be brief and concise. Limit responses to a total page limit of ten (10) 8 ½" x 11" pages. Pages shall be single-spaced and one-sided. Font shall be Times New Roman and no smaller than 10 pt with at least a one-inch margin. Electronic submissions must be in a Microsoft Word compatible format. 3. Past Experience: Provide no more than 3 examples of relevant company experience within the past three (3) years. No more than 3 pages per example. a. Company/division name b. Program/Project Name c. Contracting Agency d. Contract Number e. Type of Contract f. Period of Performance g. Original and Current Contract Value h. Brief description of the contract effort, indicating whether it was development and/or production i. Name, address, and telephone number of Government Program Manager/Director, Administrative Contracting Officer, Procuring Contracting Officer 4. Any other information you deem necessary to evaluate your capabilities. The following questions must be answered and elaborated on as part of the package: 1. Describe your company's experience with translating documents in the specified language. 2. Describe your company's certifications or achievements that demonstrate expertise and ability to translate in the specified languages. 3. Please describe your capacity and/or ability to handle rush jobs. 4. PLACE/PERIOD OF PERFORMANCE Contractor's facility; individual translators used by the contractor may perform the work at their own home or work facility if the contractor has established that they abide by the contractor's cyber-security protocols. The period of performance anticipated is a twelve (12) month base period with four (4) option years. Any information submitted by respondents to this sources sought is strictly voluntary. The Government will not reimburse the respondents for any costs associated with their response. This synopsis does not constitute a Request for Proposals/Quotes nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government reserves the right to contact the submitting parties on an as required basis for further clarification on material provided. If at least two (2) responsible small business concerns are determined by the Government to be capable of performing this requirement based on an evaluation of the capability packages submitted by the due date above, the requirement will be solicited as a set-aside for small business concerns. If capability packages are not received from at least two responsible small business concerns by the response date or if the Government determines that less than two small businesses are capable of performing this requirement based upon an evaluation of the packages submitted this requirement will be solicited under provisions of FAR Part 8 (GSA Schedules).
