- The Intelligence and Security Command (INSCOM) Acquisition Center intends to award a sole source contract under the authority of 10 U.S.C 2304(c)(1)- FAR 6.302-1- Only one responsible source and no other supplies or services will satisfy agency requirements and FAR 6.302-2- Unusual and compelling urgency, to Blue Canopy Group, LLC, 11091 Sunset Hills Rd, Ste 777, Reston, VA 20190-5380. The requirement is non-personal services necessary to support INSCOM in the continued modernization of the process that tracks Government contractors assigned to contracts requiring high level security clearances. The Army Centralized Contractor and Security (ACCS) Portal is the system that the Army uses to process and track cleared contractors that require access to highly sensitive information. The Department of the Army Contractor Support Element (CSE) must continue to modernize this portal to meet the ever increasing demands placed on the Army for contractor personnel. Also, the modification of ACCS will allow the CSE to implement standardized business practices for the Army and contractors that support the Army. This modernization effort will affect Army wide processes to streamline and improve its ability to manage the contractor workforce. Finally, by implementing the recommended changes that Army can expect to receive the maximum benefits from its information technology investments. This action will result in a Cost Plus Fixed Fee (CPFF) bridge contract with a period of performance of six months beginning 19 December 2015 plus one (1) six month option period. The proposed bridge contract is to maintain on-going efforts under Contract Number HHM402-10-D-0019-BA02 without a disruption of critical services. The NAICS code for this requirement is 541512. The size standard is $27.5M. This notice of intent is NOT a request for competitive proposals. The Government intends to solicit and negotiate with only one source. The Government intends to follow-up this requirement with a competitive acquisition. No Request for Proposal (RFP) will be available for competitive proposals. However, responsible interested parties may submit a capabilities briefing which identifies their interest. A determination not to compete the proposed procurement based upon responses to this notice is solely with the discretion of the Government. The Government will not pay for any information received.
