- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis without providing for full and open competition to RuRo Inc. 321 Ballenger Center Drive, Suite 102, Frederick, Maryland 21703 to procure the below, (Brand Name: RuRo Inc.): THIS IS A FOLLOW-ON REQUIREMENT IT SECURITY PROVISIONS AND 508 COMPLIANCE LANGUAGE IS ALREADY OBTAINED FROM PREVIOUS CONTRACT. Procurement: 1. UDPics LIMS 24/7 with Modules Support Subscription, Quantity: One (1). 2. UDPcs: System Upgrades LIMS 24/7 and Modules. Quantity: One (1). Background: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI) mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. To that end NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. The National Institutes of Health Undiagnosed Disease Program (UDP) is a program designed to address the needs of persons with debilitating medical conditions for which no diagnosis has been found despite an extensive workup. The goals of the UDP include finding accurate diagnoses and discovering new diseases that provide insight into human physiology and genetics. The UDP was established to evaluate participants who have undiagnosed medical conditions. UDP participants have generally received extensive diagnostic workups before traveling to the NIH and often have numerous and/or complex medical problems. The UDP program makes use of a diverse set of diagnostic and research techniques both to attempt to find a diagnosis and to generate research projects to advance medical knowledge. Ruro, Inc. has developed the enterprise-grade LIMS 24/7 web platform called UDPics that encompasses project, task and asset management; user role configurability; user-tailored report; extensive audit functionality and information security that is required by the UDP laboratory. UDPics is designed to be the meeting place of laboratory software tools, laboratory hardware, and staff users, allowing previously impossible levels. Purpose and Objective: The UDP program makes use of a diverse set of diagnostic and research techniques both to attempt to find a diagnosis and to generate research projects to advance medical knowledge. Ruro, Inc. has developed the enterprise-grade LIMS 24/7 web platform called UDPics that encompasses project, task and asset management; user role configurability; user-tailored report; extensive audit functionality and information security that is required by the UDP laboratory. This system has been designed to be the meeting place of laboratory software tools, laboratory hardware, and staff users, allowing previously impossible levels of secure data access, communication and process efficiency. A collaboration portal of the UDPics system has been designed for outside collaborators to add necessary experimental reports into the system for NIH UDP employees to access and incorporate into the experimental workflow of UDP patients to elucidate the cause of disease. Other Important Considerations : The multi-user nature of NIH's UDP Translational Laboratory, along with its dynamic process structures, engenders a deep set of requirements for any candidate data and project management system. The enterprise-grade LIMS 24/7 platform is a web-based system that encompasses project, task and asset management; user role configurability; user-tailored reporting; extensive audit functionality and information security. LIMS 24/7 is designed to be the meeting place of laboratory software tools, laboratory hardware, and staff users, allowing previously impossible levels of secure data access, communication and process efficiency. In order to further develop a system that completely encompasses the scope of the Undiagnosed Diseases Program, Ruro, Inc. must provide full premium support of UDPics that consists of further system upgrades and revisions. Ruro, Inc. is the developer of the LIMS 24/7 platform for the UDP laboratory called UDPics and is the only provider capable of adding the features to UDP that are required by the UDP laboratory. Subscription Support : • Provide 12 Months Live Software Support by Phone, Email, Online Services, Version Up- dates; • Provide Annual fee to cover upgrade to next major revision during performance period; • Cover All user Production licenses and all user Test license owned by UDP; and • Cover hardware purchased and supported by RURO. System Upgrades : • Annual fee to cover upgrade to next major revision during performance period for LIMS 24/7 and Modules; and • Can be applied to any and all user Production licenses and ALL user Test license owned by UDP. Period of Performance: 12-Months; Upon Receipt of Award. Regulatory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. Statutory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Additional Information: Industry Classification (NAICS) Code is 541519, Other Computer Related Services, and the Small Business Size Standard is $27.5M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-85 (December 4, 2015). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by December 16, 2015 and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2016-037-DLM by 7:30 a.m. Eastern Time no later, may be submitted to the National, Heart, Lung and Blood Institute, Office of Acquisition, COAC Services Branch, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
