- The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland in support of the Military Operational Medicine Research Program (MOMRP) intends to negotiate a sole source fixed-price incentive firm contract with L-3 Applied Technologies, Inc., 10770 Wateridge Cir. Ste. 200 San Diego, CA 92121-5801, in accordance with FAR 6.302-1(a)(2)(iii), services are available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. This follow-on will allow L-3 to continue research and development in support of MOMRP to complete its ten years of development work towards the completion of a concussion risk predication algorithm and a head supported mass injury risk prediction tool. Within those ten years, valid and proprietary data has been developed by L-3 that will provide the foundation for the primary deliverables on this contract. The specific aim of the research is to create an application which will be developed to deploy a numerical model or look-up tables into a computer environment in order to assess Head Supported Mass (HSM) injury risk. The follow-on contract will allow for the development of the required deliverables within a twelve month time period as requested by MOMRP. The contract is for a period of performance of twelve (12) months with an option to extend the contract for two additional twelve (12) month optional periods IAW FAR 52.217-9, Option to Extend the Term of the Contract. The North American Industry Classification System (NAICS) for this requirement is 541712 with a size standard of 500 employees. The Product Service Code (PSC) is AN92, Other Medical - Applied Research/Exploratory Development. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Responsible, interest parties may identify their interest by submitting capability information by 24 December 2015 at 3:00 PM Eastern Standard Time (EST) in order to establish the ability of the responder to meet this requirement. A determination by the Government to not compete this proposed contract based upon responses received to this notice is solely within the discretion of the Government. Information received will be considered for the sole purpose of determining whether to conduct a competitive procurement.
