Description
J&A Statutory Authority: FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. The United States Coast Guard (USCG) intends to award a sole source contract to Marine Exchange Alaska (MXAK), 1000 Harbor Way Suite 204, Juneau, AK 99801, for five years to obtain Automatic Identification System (AIS) data for designated regions/ports of Alaska 24 hours a day, 7 days a week. This contract will provide Terrestrial AIS data monitoring for the following AIS Site Locations and shall provide an AIS feed in the most current NMEA 0183 format per the International Standards from all receiver sites made available to the USCG: Far North Coastal Region Southwest Coastal Region Aleutian Island Region South Central Coast Region Cook Inlet Prince William Sound Southeast Coastal and Inside Passage Region The USCG is required to maintain Maritime Domain Awareness in and around the coastal and inland waterways of the State of Alaska 24 hours per day, 7 days a week. This requirement is a continuing need for each site to receive Terrestrial AIS data only and that the data be provided to the USCG at an operational availability of 96% or greater for the designated areas, while complying with the USCG mission to provide Maritime Domain Awareness. An interruption of data services affecting the Alaskan maritime community is unacceptable and will greatly affect the Coast Guard and other government agencies ability to track vessels in the District 17 Area of Responsibility (AOR). This Sources Sought Notice is issued solely to determine whether there are any other sources that could meet the Coast Guard's technical and service requirements for Terrestrial AIS receive sensor network, data monitoring, and maintenance support services. The Coast Guard is not aware of any other companies with commercially available Terrestrial AIS Data and Services in Alaska. Companies that have the capability to deliver the Terrestrial AIS data for Alaska by April 1, 2016, must submit a capability statement detailing how they would provide Terrestrial Automatic Identification Systems data monitoring and how it would meet the schedule that requires the data be provided for the designated sites on an operational availability of 96% or greater. The capability statement shall also include the company's Dun and Bradstreet number, a discussion of any previous experience similar to this requirement, and a point of contact in the event the Coast Guard requires additional information. This notice does not constitute a Request for Proposal (RFP), or a promise to issue an RFP in the future. Proposals submitted based on this notice will not be accepted. Capability statements received prior to the closing date and time will be considered solely for the purpose of determining whether a competitive procurement is possible.
