Amendment 001 posted and proposal due date extended to 14 December 2015. *************************** The Space and Naval Warfare Systems Command (SPAWARSYSCOM), on behalf of the Program Executive Office (PEO) for Command, Control, Communications, Computers and Intelligence (C4I), Submarine Integration Program Office, PMW-770, is issuing a Request for Proposals (RFP) for the redesign, development, fabrication, assembly, and test of a Multi-Volt Power Supply (MVPS) for the OE-562A/USC-38(V), Submarine High Data Rate (SubHDR) antenna system. The contract is anticipated to consist of a three-year base for MVPS development and an option for prototypes and special test equipment; award is anticipated in the 4th quarter of fiscal year 2016. The development will be procured on a cost plus incentive fee basis and the prototypes/special test equipment will be procured on a cost plus fixed fee basis. The redesigned MVPS will replace the current MVPS used in the SubHDR antenna to improve the Reliability, Maintainability and Availability (RMA) The MVPS is used to provide low voltage power to other components throughout the SubHDR system and shall be capable of meeting the system availability (Ao) requirement of.94 or greater through the year 2035. Based on market research, SPAWAR is soliciting the requirement as a total small business set-aside under FAR Part 19.502-2. Offers from other than small business concerns will not be considered. The North American Industry Classification System (NAICS) code for this requirement is 334511 (Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing) and the Federal Supply Class (FSC) code is 5895 with a Small Business Size Standard of 750 employees. The specification documents (RFP Attachment 2) associated with the SubHDR MVPS solicitation will be limited to the Department of Defense (DoD) and DoD contractors. All individuals provided access to the specification MUST be U.S. citizens. Upon release of the RFP, the specification will be posted at the Net-Centric Enterprise Solutions for Interoperability (NESI) site (https://nesi.spawar.navy.mil). In order to gain access to NESI, interested contractors must: (1) Have an active DD 2345 on file with Defense Logistics Information Services (DLIS). If the company does not have an active DD 2345 on file and cannot provide a Joint Certification Program (JCP) number, please visit DLIS at http:/dlis.dla.mil/jcp/ for more information on how to complete and submit the DD 2345. (2) Sign and return the SubHDR MVPS Bidder Repository Non-Disclosure Agreement (NDA) posted on the SPAWAR E-commerce website to Ms. Jerika Soule at jerika.soule@navy.mil. (3) Have a valid DoD Common Access Card (CAC) or External Certification Authority (ECA) issued Public Key Infrastructure (PKI) certificate to gain access to the website.
