- This is a notice of intent to award a Sole Source Procurement. This is not a Request for Quotes (RFQ) or Request for Proposals (RFP). No contract award will be made on the basis of responses to this notice. The Transportation Security Administration (TSA) intends to contract using other than full and open competition for Integrated Logistics Support (ILS) maintenance services. Accordingly, the TSA intends to award a contract to Leidos Incorporated located at 10260 Campus Point Drive, San Diego, California 92121. The contract will address the requirements of TSA's Office of Security Capabilities (OSC) Electronic Baggage Screening Program (EBSP) in support of maintenance services on the fleet of TSA-owned Reveal/Leidos Reduced-Sized Explosive Detection Systems (EDS). This notice of intent is in relation to Sources Sought Notice/Request for Information number HSTS04-14-I-STAD02 (TSA Serial Number TSA25-04-02408) that TSA posted on the Federal Business Opportunities website on April 17, 2014. The proposed contract actions are for supplies or services for which the Government intends to solicit and negotiate with only one source for each proposed contract action under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to solicit and negotiate with the Original Equipment Manufacturer (OEM) of the EDS for which the ILS maintenance services are required. Interested persons may identify their interest and capability to respond to the requirement or submit proposals via e-mail to Sophia Woodward at Sophia.Woodward@tsa.dhs.gov by 5:00pm Eastern Standard Time on December 16, 2015. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Interested vendors who may wish to seek subcontracting opportunities should contact the above named companies directly.
