Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for the procurement of 9,450 lbs of two-part polyurethane known as NGD-9 manufactured by Goodrich Corporation DBA UTC Aerospace of Jacksonville, FL. The applicable NAICS code is 326291 and the business size standard is 500 employees. The set-aside for small business concerns has been dissolved. The proposed purchase order is being solicited on a sole-source basis to UTC Aerospace. The proposed action is for the procurement of supplies or services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: NGD-9 is the only approved material listed in the conformal Acoustic Velocity Sonar/Large Vertical Array (CAVES/LVA) approved Operations Alteration (OP-ALT) package drawings and UTC Aerospace Systems owns the patent rights to NGD-9. UTC Aerospace has not licensed the rights to the Government or any other vendors to manufacture this material. The NSWCCD intends to award a firm fixed-price to UTC Aerospace using Simplified Acquisition Procedures. Interested firms may identify their interest to respond to this requirement by submitting a capabilities statement. This notice of intent is NOT a request for competitive proposals. However, all responses received within 15 days of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
