- This is a Request for Information (RFI) issued by the Naval Research Laboratory (NRL) for information and planning purposes only. No awards will be made from the responses to this announcement. However, responses may be used to determine the appropriate acquisition strategy for a future acquisition. The Naval Research Laboratory (NRL) is requesting information for hardware development and technical support, including maintenance support, for its specialized research and development assets located at the Pomonkey Field Site in La Plata, MD and a separate facility located at an OCONUS location. The specialized research and development assets include a variety of apertures ranging from 1-18 meters, a 30 meter parabolic antenna, and the radio frequency subsystems that support the Pomonkey Field Site's mission. Assets can support operations over a wide band of frequencies ranging from 50 to 31000 MHz. Also these support requirements may at times include repair of special one-of-a-kind electronic systems designed by Government scientists. In support of the mission requirements, the contractor shall maintain a local machine shop, with capabilities for precision metal working, within 10 miles of the Pomonkey Facility to facilitate quick response for emergency repairs and modifications. Offeror must have demonstrated experience and demonstrated ability to provide qualified personnel in performing the specified tasks. All contractor personnel proposed for this requirement must be U.S. citizens. Contractor personnel nominated for access to NRL facilities must process through the NRL Personnel Security Section. Processing includes the completion and submission of all forms and background documentation required by the NRL Security Department. The forms and background documentation will be reviewed to determine whether the nominated contractor employees meet the requirements for a favorable trustworthiness determination. A favorable trustworthiness determination is required in order for nominated contractor personnel to be granted access to NRL facilities and issued an NRL badge. Period of performance will be five (5) years. NRL intends to award a CPFF term contract. Interested parties should submit the information requested herein. The RFI is for planning purposes only and shall not be construed as a request for proposal (RFP) or as an obligation on the part of NRL to acquire any product or services. The NRL does not intend to award a contract based on the RFI or otherwise pay for the information requested. Submission of a response to this RFI is voluntary. The voluntary submission of a response to this RFI shall not obligate the NRL to pay or entitle the submitter to any compensation. All information and data received in response to this RFI marked or designated as corporate or proprietary information will be protected as such.
