Description
The Defense Logistics Agency, DLA Maritime Norfolk Naval Shipyard Contracting Division intends to negotiate a firm fixed price, 100% set-side for small business for (2) each self-contained video/audio matrix systems to be used at the Norfolk Naval Shipyard, Portsmouth, Virginia. The North American Industry Classification System Code is 238210 Electrical Contractors and Other Wiring Installation Contractors. The contract line item (CLINs) is as follows. CLIN 0001 (2) a self-contained video-audio matrix system, see below for details: STATEMENT OF WORK 1. SCOPE Norfolk Naval Shipyard, Code 361 Nuclear Special Attention Work, requires a High Grade, High Definition, Digital Video and Audio communication system. To reduce the radiation exposure by each person working in the reactor compartment, and observing work, in the reactor compartment. Thereby reducing the health risk associated with radiation exposure. 2. APPLICABLE DOCUMENTS Department of Defense Instruction (DoDI) 8500.2 provides Information Assurance compliance control numbers for hardware and software within an approved network. 3. REQUIREMENTS Will provide the Martix System (a High Grade, High Definition, Digital Video and Audio communication system) to Norfolk Naval Shipyard. Two training sessions on the System Installation, Operation and Administration, with a full one year warranty on the entire system. 4. PLACE OF PERFORMANCE: System will be delivered to NNSY complete and RFU 5. EQUIPMENT Digital Matrix System (High Grade, High Definition, Digital Video and Audio Communication System 6. CONTRACTOR'S RESPONSIBILITIES: 6.1 Vendor 6.1.1 Provide on-site installation 6.1.1 Provide all material, freight, inside delivery, operator and system orientation 6.1.2 Provide removal of all trash 6.1.3 On-site service personnel must be US Citizens and be VA DCJS certified. 6.1.4 Contractors must provide descriptive literature and brochures with their quotes. Must provide cage code, tax ID#, duns#, delivery time, payment terms, manufacturer, point of contact, email, phone/ fax number and FOB Destination. 6.2 Government 6.2.1 Government will designate one or more employees for on-site support. 6.2.2 Provide escort to location for on-site service. 7. PERIOD OF PERFORMANCE: Start date will be based on contract award. 30 days from 8. SECURITY REQUIREMENTS 9.1 No access to any classified data is required or expected. 9.2 Visit Request: Forward security request to Code 361 Representative Oscar Thorpe by fax 757-396-3888 or e-mail Oscar.thorpe@navy.mil. 9.2.1 Visit Request must be on company letterhead and signed by authorized personnel. The request must be submitted as soon as possible, preferred submission is at least seven business days prior to the start date to allow enough time for routing of the authorization. It shall contain the following information: 9.2.1.1 Contract Period of Performance 9.2.1.2 Name 9.2.1.3 Social Security 9.2.1.4 Date of Birth 9.2.1.5 Place of Birth 9.2.1.6 Sex 9.2.1.7 Race 9.2.1.8 Location of visit (C361, Bldg. 163, Norfolk Naval Shipyard, Portsmouth, VA 23709) IMPORTANT NOTE: SITE VISIT IS SCHEDULED FOR 14 JANUARY 2016 AT 09:00 AM. BIDS WILL ONLY BE ACCEPTED BY VENDORS THAT ATTEND THE SITE VISIT, "NO EXCEPTION". Very Important Note to Contractors: All contractors must have a green badge to support this requirement. It takes about a few days to get approved/denied for badge. Please be early to pick up all badges at the pass-id office so that we will be able to start the site visit by 9:00 am. Visiting contractor will be required to have their I-9 Employment Eligibility Verification form issued by their employer in order to be provided access to the shipyard. All field service representatives will need to be US Citizens and VA DCJS certified. 9.3 If the contractor utilizes computer equipment (including laptops) in performance of services, the individual will need to submit a written request on company letterhead to the Information Assurance Manager (IAM), Code 1234, e-mail address NNSY_IT_Security@navy.mil. The request must be signed by authorized personnel. The request must be submitted at least seven business days prior to the start date to allow enough time for routing of the authorization letter. If this is an emergency service, please contact Technical POC listed above to expedite request. Request will include the following: 9.3.1 Shipyard point of contact: (Name, Code and Phone number) 9.3.2 Purpose for request: (Provide detailed explanation) 9.3.3 Area of Shipyard where equipment will be used: - Code - Building - Room 9.3.4 Type of equipment - Type (Laptop, Projector, etc.) - Make - Model Number - Serial Number - Company asset number (if any) - How the equipment will be delivered to the shipyard (hand carried, mail) 9.3.5 Dates of Contract Performance 9.4 All camera cell phones will be left in motor vehicle. They are not allowed in buildings where field service representative will be working and inside the Controlled Industrial Area (CIA). 9.5 Vendor is not allowed to take photos of equipment. They will need to receive approval from C1120 Security if photography is absolutely needed for services. Vendor will need to provide justification and follow C1120 Security regulations if approved. NNSY Use of Matrix System The matrix system is an audio video system set up outside the reactor compartment sometimes on the main deck or in hull of an aircraft carrier or off hull for submarines as a control center to direct and observe work on highly radioactive and contaminated reactor compartment components while reducing radiation exposure to the supervisors, engineers from Codes 2310, 2320, 2370, inspectors, radcon technicians, mechanics from shops 26, 31, 38, 41, 56, 64, 72 and senior managers providing job monitoring. The matrix system is used to communicate from outside the reactor compartment procedure work steps, inspections and monitoring with personnel in the reactor compartment. The matrix system allows the production supervisor to direct and observe the work without being in the reactor compartment. It also allows the engineers to observe the work to ensure compliance to written instruction without being in the reactor compartment. It allows the inspectors to perform surveillance of open systems and inspections without being in the reactor compartment. It allows the radcon technician to observe the work and ensure the correct radiological controls are being exercised without being in the reactor compartment which reduces the risk of radiological insult without being in the reactor compartment. The biggest advantage to the matrix system is the amount of radiation exposure reduced by each person thereby reducing the health risk associated with radiation exposure. The system would be maintained by Code 361 to support the special attention nuclear work. This procurement will be processed in accordance with Federal Acquisition Regulation (FAR) Subpart 13 Simplified Acquisition Procedures for Commercial Item. The solicitation number is SPMYM1-16-Q-0014 and it is expected to be posted on or about 09 December 2015 and posted in fedbizopps, https://www.fbo.gov/. Quotes will be due by 12:00 pm EST on 28 January 2016 and may be emailed to the attention of Michael Jackson at michael.r.jackson@dla.mil.
