Description
General Information Document Type: Justification for Other than Full and Open Competition Solicitation Number: Not Applicable Posted Date: December 9, 2015 Response Date: December17, 2015 Classification Code: 99 - Miscellaneous NAICS Code: 541519 - Other Computer Related Services Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Library of Medicine, 6707 Democracy Blvd, Suite 105, Bethesda, MD 20892-5488 AUTHORITY FAR Subpart 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor is to provide follow on service to the NIH High Performance Computer core facility known as Biowulf, a major system. Award to any other source would result in substantial duplication of cost to the government and unacceptable delays in meeting the any requirements. Description This is a notice of intent to award a non-competitive order to The Bioteam Inc, 7 Derosier Drive, Middleton, MA 01949. The Bioteam Inc., is designated a Small Business entity for NAICS 541519. The NIH, Center for Information Technology (CIT) requires professional Information Technology (IT) services for assessing the operational integration of its critical enterprise IT services and developing an adoption strategy for the execution of these services NIH-wide. The enterprise services span high performance computing, networking, data center and physical building infrastructure, business applications, hosting, storage and messaging services. The period of performance for this initiative will be for a period of 1 year from award. BioTeam Inc. is the only company with the required expertise necessary to perform the assessment of the operational integration of CIT's critical enterprise information technology services. BioTeam is a small business consisting of experts highly trained in applying high performance computing, network, and storage technology to biomedical research applications that are critical to the NIH mission. BioTeam has a proven record of effectiveness in biomedical research environments, both within NIH and the broader biomedical research community. In FY2015, BioTeam initiated its initial assessment of the existing infrastructure at CIT. More specifically, BioTeam worked directly with CIT stakeholders to provide a complex technical assessment of configuration options exclusively for CIT for Phase II of the NIH HPC Initiative. Based on the options developed by BioTeam, the contractor subsequently prepared a CIT-specific statement of work under the direction of CIT which was used to acquire, install, integrate, and configure the compute nodes, storage and high-performance networking for Phase II of the NIH HPC Initiative. In order to validate the design and integration of components acquired for Phase II and prepare for Phase III, the contractor must complete the services that began in FY2015. There are no other contractors that are technically capable of preparing CIT for Phase III initiatives based on the integration services that the BioTeam has already provided for CIT. RESPONSES ARE DUE BY COB DECEMBER 17, 2015, AND SHALL BE SENT VIA E-MAIL TO: VINTON GRANT AT EMAIL Vinton.grant@nih.gov. Point of Contact The Point of Contact for this solicitation is VINTON GRANT, EMAIL: Vinton.grant@nih.gov.
