- IEP Questionnaire PD Questionnaire Draft Purchase Description Description: The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the Program Executive Office (PEO), Combat Support & Combat Service Support (CS & CSS), Product Director Test, Measurement & Diagnostic Equipment (PD TMDE), Redstone Arsenal, AL, are currently seeking sources for a new commercial off-the-shelf Optical Time Domain Reflectometer (OTDR), TS-4558/U, which would replace the TS-4320(P)/G Optical Fiber Test Set and the TD-4358 Optical Power Test Set. It is the Government's intention to utilize this OTDR TS-4558/U for the Test Equipment Modernization (TEMOD) program. This program is responsible for the acquisition and fielding of state-of-the-art, commercial/non-developmental General Purpose Electrical Test Equipment (GPETE). New test equipment is used to standardize the inventory and replace existing obsolete test equipment. Specification: The replacement instrument shall be light weight, preferably handheld, and meet and/or exceed the current instrument capabilities. Reference the Purchase Description for further details/requirements for the OTDR TS-4558/U. Planned Acquisition: Should a solicitation announcement be released, it will include all pertinent information for interested sources to submit their best offers. Bid samples will be required. The planned acquisition is for a five (5) year Firm-Fixed Price (FFP) Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. Submission of Information: All interested parties should submit their responses to both Ms. Laura Mackie at ACC-NJ, email address laura.a.mackie.civ@mail.mil and Mr. Mark Zator at ACC-NJ, email address mark.zator.civ@mail.mil. Submittal of information is requested via electronic mail only, no later than 08 January 2016, 3:00PM Eastern Standard Time. Interested parties should submit a description of their capabilities, which shall be completed in the Product Description Questionnaire for the OTDR TS-4558/U, as well as a completed Independent Evaluation Plan Questionnaire for OTDR TS-4558/U. In your submission please also include company name, address, telephone number, email address, technical point of contact and company size (please specify as either a Large Business, Foreign-Owned Business, Small Business, Small Disadvantaged Business, 8(a) concern, Women-Owned Small Business, Historically Underutilized Business Zone Concern, Veteran-Owned Small Business, or Service-Disabled Small Business). It is envisioned that technologies that meet Government program requirements would advance into an interchange meeting with industry.
