Description
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Veterinary Services (VS) National Veterinary Services Laboratories (NVSL) combine to make up the only Federal facility in the United States engaged in the diagnosis of animal diseases, both domestic and foreign. Administered under the Animal and Plant Health Inspection Service (APHIS), United States Department of Agriculture (USDA), NVSL is a key element in the support of Federal animal health programs. Each laboratory within NVSL also provides assistance to the state and Federal agencies and laboratories, educational institutions, and foreign governments in the diagnosis of animal diseases. The NVSL is comprised of four laboratories: 1. Diagnostic Bacteriology Laboratory (DBL) 2. Diagnostic Virology Laboratory (DVL) 3. Foreign Animal Disease Diagnostic Laboratory (FADDL) 4. Pathobiology Laboratory (PL) The Calibration Laboratory, as part of the NVSL quality system, provides support services to the NVSL Diagnostic Laboratories. Dedicated to the testing of diagnostic specimens for domestic and foreign animal diseases, three of the laboratories are located in buildings in Ames, Iowa and one FADDL, in Plum Island, New York. The Calibration Laboratory is located in Ames, Iowa. The NVSL quality management system is an International Organization for Standardization and International Electrotechnical Commission (ISO/IEC) 17025, World Organization for Animal Health (OIE) Quality Standard and Guidelines for Veterinary Laboratories: Infectious Diseases, ISO/IEC 17043, and ISO Guide 34 accredited program in the fields of biological, chemical, calibration, reference materials, and proficiency tests. APHIS is seeking information from contractors as to their capacity to perform activities related to provide the required accreditation services described below and verify if there are small business contractors capable of providing this service. The USDA, APHIS intends to establish a five year contract with a single accrediting body capable of meeting all the NVSL accreditation requirements. The scope of the contract will require the contractor to complete -audits and assessments for the accreditation in each of the four diagnostic laboratories of the NVSL and the National Center for Animal Health Calibration Laboratory to determine that the facilities are performing scope analyses and support activities in accordance with the most current version of the International Organization for Standardization and the International Electrotechnical Commission (ISO/IEC) Standard 17025, the World Organization for Animal Health (OIE) Quality Standard and Guidelines for Veterinary Laboratories: Infectious Diseases, and the NVSL laboratory quality system, policies and procedures. The accreditation will also include audits and assessments for: ISO/IEC 17043, "Conformity assessment - General requirements for Proficiency Testing" - This standard specifies general requirements for the competence of providers of proficiency testing schemes and for the development and operation of proficiency testing schemes and ISO Guide 34:2000, "General Requirements for the Competence of Reference Material Producers" - This guide specifies general requirement in accordance with which a reference material producer has to demonstrate that it operates, if it is to be recognized as competent to carry out the production of reference materials. The goal of the audits, assessments and accreditation is for the NVSL to meet the ISO/IEC standards for laboratory testing, the OIE Quality Standard and Guidelines for Veterinary Laboratory Diagnostics and the ISO/IEC standards for proficiency testing and reference material producers. The goal of the calibration audits, assessments and accreditation is to verify the NVSL laboratory personnel are calibrating the equipment correctly. The estimated magnitude for this project is between $150,000.00 - $225,000.00. The North American Industry Classification System (NAICS) code is 813920 with a small business size standard of $15 million. The Government acknowledges that responses to this sources sought are not binding offers. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. If you are an interested firm please provide the following information: 1) Size of business, including whether your company is a large or small business, and a point of contact; 2) DUNS number and CAGE code; 3) A brief Statement of Capability (no more than three pages) which demonstrates the ability to meet the specialized work requirements above. Include any past performance information on contracts of similar size and scope and indicate the degree of work self-performed. Also include past performance references with names and phone numbers.
