Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1. Solicitation Number: W91242-16-Q-0002 is issued as a Request for Quotation 2. The provisions and clauses incorporated into this solicitation are those in effect through Federal Acquisition Circular 2005-83, Effective 02-July-2015. Defense Federal Acquisition Regulation DPN 20150602, Effective 02-June-2015. Air Force Federal Acquisition Regulation AFAC 2015-0406, Effective 06-April-2015. 3. This acquisition is issued as total small business set-aside. The NAICS code specified for this requirement is 423690, with size standard of 100 employees. 4. CLIN 0001 - Mass Notification Message Chips, Whelen Part number RDVM1G or equal, 24 each CLIN 0002 - Programming, Whelen Part number MSGPROG or equal, 7 each 5. The mass notification message chips will be used with the current Whelen system in use at the 145th Airlift Wing. Each of the 24 chips will have seven (7) custom messages and nine (9) pre-recorded messages. Custom messages will be provided by the Government. 6. Delivery: 60 Days after date of contract, to: 4930 Minuteman Way Charlotte, NC 28208 FOB Destination 7. The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition with 52.212-1(c) reading 120 days instead of 30 days. 8. Quote Evaluation: Once the Government ensures that the proposed message chips perform with our current system, price will be the determining factor. 9. The Government advises offerors to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 10. The clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition. 11. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items, applies to this acquisition and a statement regarding which, if any, of the additional FAR clauses cited in the clause are applicable to the acquisition. 12. Quote must be on company letterhead with point of contact including name, address, email address, and telephone number. 13. Quotes are due to this office no later than 10:00a.m. Eastern Standard Time, 16 December, 2015. Quotes must be sent via e-mail to the below POC. Vendors that are not able to comply with the aforementioned conditions will be determined as noncompliant with the solicitation requirements and therefore may be removed from consideration for award.
