Description
Draft Performance Work Statement (PWS) for Awards and Decorations The 20th Contracting Squadron is seeking information concerning the availability of capable contractors to provide non-personal services to operate an Awards and Decoration Processing unit (UDPU). This function shall be the single manager of Air Force contingency and deployed decorations for the US Central Command (USCENTCOM) area of responsibility (AOR). The mission of the UDPU is to provide quality personnel support, through the administration of a contingency decorations program, to commanders, Air Force members (military/civilian), their family members, and retirees. This section serves as the focal point for individual decoration and unit award actions for contingency operations including Operations ENDURING FREEDOM, NEW DAWN, INHERENT RESOLVE, FREEDOM SENTINEL and any other named operations in the future, as well as past named operations for which the section has had responsibility in the USCENTCOM AOR (e.g., SOUTHERN WATCH and JTF-Horn of Africa). The applicable NAICS code for this service is 561110, Office Administrative Services. The purpose of this sources sought is to gain knowledge of potential qualified sources, collect pertinent information on those businesses that are experienced in providing same or similar services, and attain vendors size classification 8(a) relative to North American Industry Classification (NAICS) 561110. The participation of 8(a) firms are highly encouraged to participate if technically capable. It is anticipated that the contract performance period will include a base period of one year and four one-year option periods, exercised at the unilateral right of the government. Any formal solicitation that may result from this sources sought synopsis will be announced separately. The Air Force is only interested at this point in identifying interested and capable contractors for these services, as such, parties interested in this synopsis should read all attached documents and follow the below instruction to potential Offerers. Instructions for Potential Offerers: 1. Please review this entire sources sought synopsis and all attached documents. If you are an interested party, please respond by completing a Capabilities Package and submit your Capabilities Package no later than 29 December 2015 to the points of contact as outlined in paragraph 3 of these instructions to offers. Joint ventures or teaming arrangements are encouraged and are up to each industry partner. Please express your intentions in the capabilities package. The responses received from the capabilities package are necessary to refine the future acquisition of this requirement. Failure to provide documentation may result in the Government being unable to adequately assess your capabilities. The Government is under no obligation to consider information received after the due date as part of the formal market research for this sources sought synopsis. Notice to Potential Offerers: All offerers must be registered in System for Award Management (SAM) and must complete their business' Representations and Certifications section of SAM. Lack of registration in the SAM will make an offerer ineligible for any potential contract award. 2. Review the attached draft Performance Work Statement (PWS) for additional information to assist in your response. Interested firms are requested to submit interest and capability statements (maximum of three pages, not including the cover page). The interest and capability statements should include interested 8[a] business firms. The capability statements should show evidence of relevant experience in the services described above and should include, at a minimum, the following information: Brief description of any relevant contracts (commercial or government), Contract numbers, Contract dollar values, Dates of performance, number and type of personnel involved. Also include all company information to include, Point of Contact, DUNS number, Cage Code, and Tax ID number. Respondents are also encouraged to submit information regarding commercial practices that the government should consider implementing for this acquisition. Responses and all comments, suggestions, concerns, and questions in regards to the draft PWS or requirement are due, to the POCs in paragraph 3, no later than 29 December 2015. 3.
