Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation No. A16PS00083 herein cited will be procured under FAR Part 12, Acquisition of Commercial Items. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-51. The associated North American Industrial Classification System (NAICS) code for this procurement is 611620 with a small business size standard of $7.0 Million. This acquisition is a total small business set-aside. NOTE: THIS IS A SHORT LEAD-TIME DUE TO URGENT NEED Haskell Indian Nations University is seeking a contractor to serve as a sport official assignor for the Department of Athletics. The position exercises responsibility for establishing a schedule, disseminating official assignments, and controlling disbursement of fees for all sports officials for all intercollegiate contests at Haskell to include: -Establishing an athletic officials schedule for set varsity intercollegiate competitions -Assigning certifies sports officials to various venues on the Haskell campus -Adjustments of sports officials athletic assignment schedule as needed -Distribution of set official assignment schedules to the Department of Athletics -Disbursement of sports official fees as appropriate Contractor must submit: -a cost proposal -resume -current or recent certification under a national governing body as a sports official Objectives The goal of the contract is to secure a sports official assignor to serve as a liaison between the Athletic Department and various certified sport officials in all states representing the Association of Independent of Institutions (AII) that Haskell is a member of. -Creation of an official schedule and assigned fee structure for certified sports officials -Verification of certified sports official pool in accordance with the National Association of Intercollegiate Athletics (NAIA) rules policy. The result in contracting an experienced website management company with an athletic business clientele will: -Compliance with the National Association of Intercollegiate Athletics by providing certified officials to officiate NAIA varsity contests at Haskell Indian Nations University. Scope Haskell Indian Nations University, under the governance of the Bureau of Indian Education expects the contract to yield a successful vendor for the job. The vendor will act in accordance to Federal regulations in representing the institution and the government in a positive manner. The contract proposal will be evaluated on adherence to the noted requirements, as well as past experience and performance. Prospective contractors will be ranked accordingly and a determination will be made as to which contractor has demonstrated the greatest value to the Federal Government as well as the Department of Athletics at Haskell Indian Nations University. The factor of proposal bid amount (price or cost) will not be considered as significant in comparison to fulfillment of requirements, experience and performance. Tasks In addition to outlined functions and objectives, the contractor is expected to demonstrate successful completion of the following tasks: -Coordinate, assign and communicate sports schedules with certified sports offcials -Distribution of officials to venues in a timely fashion -Accounting of fee structures per assigned sport -Evaluation of certified officials -Provide a year in review report Contractor will be evaluated on fulfillment of outlined functions, successful demonstration of objectives, and timely completion of the aforementioned tasks. Security Contractor is expected to successfully pass the Federal background clearance for a positions designation of "non-sensitive low risk." Contractor will have access to sport facilities. Travel Not expected. Special Material Requirements Current or recent certification as a sports official certified by a national governing body as the NAIA. Place of Performance Off-site from the campus of Haskell Indian Nations University, to include potential site visits to the Haskell campus. Period of Performance If the contractor ¿s Background Investigation is favorable; work shall begin on January 4, 2016 through January 3, 2017 with three (3) option years, Subject to FAR Clause 52.232-19, Availability of Funds for the next Fiscal Year. All of the above items must be included or the proposal may be rejected as nonresponsive to this solicitation. Interested vendors will be required to register at System for Award Management (SAM) and get a DUNS number before award will be made to them. In addition to the above, an original signed and dated quote, accompanied with contractor's DUN number, mailed to DOI-BIE Haskell Indian Nations University, Acquisition Department, Attention: Janice Begay, 155 Indian Ave, #5006, Lawrence, KS 66046-4800 or by email to janice.begay@bie.edu by 12:00pm, Central Daylight Time, December 23, 2015. AWARD: Award will be made to the offeror whose quote conforming to the requirements herein will be the most advantageous to the Government, including price, past experience and past performance. Past experience will be weighted more heavily than past performance and/or price. The University reserves the right to award to other than the low priced offeror if another offeror is considered more qualified. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price.
