- Synopsis: The U.S. Army Corps of Engineers (USACE), Portland District intends to solicit construction firms who are interested in submitting a competitive firm-fixed-price proposal for this project. This announcement is for the construction of the Minto Fish Facility Follow-on Contract located at the Minto Fish Collection Facility, Linn County and Marion County, Oregon. Project Scope: This project consists of the following: The Minto Fish Collection Facility requires upgrade of three site features. The effort includes three different features of work to include the installation of secondary containment of the fuel lines from the storage tank to the generator building and relocation of the kidney loop water separator, installation of a 25KV outdoor disconnect switch so the transformer can be de-energized for maintenance, and a custom flap gate valve over the 16 inch diameter pipings that distributes water into the pre-sort pool, and incidental related work. Acquisition Strategy: The solicitation will be an Invitation for Bids (IFB). The Government will not include options in the IFB. This acquisition will result in a single firm-fixed-price contract. Magnitude of Construction: The estimated cost of the project is between $100,000 and $250,000. Set Asides and Codes: This acquisition is an unrestricted, full and open IFB. This effort is classified through the North American Industry Classification System (NAICS) under code 238290 - Other Building Equipment Contractors ($15.0M). The FSC is Y1KZ - Construction of Other Conservation and Development Facilities. Proposal Period: The solicitation is scheduled for release on or about 24 December 2015. The tentative date for receipt of proposals is on or about 24 January 2016. The work is to be accomplished during the spring of 2016. Plans and Specifications: The solicitation will be posted on the Federal Business Opportunities website, https://www.fbo.gov/, once it is issued. Firms are requested to register electronically to receive a copy of the solicitation when it is issued. System for Award Management (SAM): Offerors must register in the SAM at https://www.sam.gov/portal/public/SAM/ prior to submission of proposals and prior to receiving an award. Point of Contact: The USACE-NWP Contracting Office will be the sole point of contact for this action. E-mail responses to the Primary Point of Contact, Mr. Ryan S. Shoemaker at ryan.s.shoemaker2@usace.army.mil. E-mail is the preferred method for receiving responses to this presolicitation notice. THIS PRE-SOLICITATION NOTICE IS FOR THE PURPOSE OF INFORMING INDUSTRY THAT THIS SOLICITATION WILL BE POSTED ON FBO ON OR ABOUT 24 DECEMBER 2015. THIS NOTICE IS NOT A INVITATION FOR BIDS AND BIDS RECEIVED AS A RESULT OF THIS PRE-SOLICITATION NOTICE WILL NOT BE ACCEPTED OR EVALUATED. THE GOVERNMENT RESERVES THE RIGHT TO CANCEL THIS SOLICITATION EITHER BEFORE OR AFTER THE CLOSING DATE. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS PRESOLICITATION NOTICE OR ANY FOLLOW-UP INFORMATION REQUEST.
