Description
SYNOPSIS The Naval Health Research Center (NHRC) is interested in identifying potential sources who have specific capabilities to perform research on an indoor positioning systems platform to develop Close Quarters Combat (CQC) training efficiencies as further described in the Objectives paragraph below. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Government will NOT pay for information and materials received in response to this RFI and is no way obligated by the information received. This notice is for market research purposes only to obtain information regarding (1) the availability and capability of all qualified performer sources, (2) including small businesses; HUB Zone small businesses; service-disabled small businesses; veteran-owned small businesses; woman-owned small businesses; small disadvantaged businesses; and universities and educational institutions, (3) their size classification relative to the North American Industry Classification System (NAICS) Code for the proposed acquisition. The applicable NAICS Code is 541712 - Research and Development in the Physical, Engineering and Life Sciences (except Biotechnology). BACKGROUND For the past 3 years, the Warfighter Performance Department at the Naval Health Research Center (NHRC) has conducted research involved with quantifying and optimizing Close Quarters Combat (CQC) training has uncovered insights into how training is currently being performed and how, largely implicitly and sometimes unconsciously, trainees are being groomed to meet a certain standard of performance. CQC is a unique type of combat requiring specialized tactics, techniques, and procedures (TTPs). Proficiency in CQC is a foundational skill for Naval Special Warfare SOF, as CQC is a common component across a spectrum of diverse missions. CQC is also a unique combat stressor, owing in large part to proximity of opposition forces in confined spaces and at close range. CQC environments typically involve identification of threats, target acquisition, and "shoot/don't shoot" decision-making within an extremely compressed timeframe. OBJECTIVES The objective of issuing this RFI is to gather information for research on a solution for both the hardware and software needed (in one coherent platform) to increase training efficiency and operator readiness through automation and real-time reporting of operator locations through the CQC training facility. The Warfighter Performance team at NHRC envisions a technology platform that is capable of tracking the indoor position of multiple (up to 70) Operators in a Close Quarters Combat training environment. This platform needs to use small and replaceable sensors, use low power, report position between 1-3 feet accuracy, be easily trained, moveable from between training sites and run on a local computer server. This platform also needs to provide an application program interface (API) that a separate software platform can easily and reliably access pre-processed data from. The platform also must be flexible enough to incorporate future sensors as they're developed to continually deliver up-to-date training tools. The platform envisioned will consist of a tablet software, Wi-Fi localization system, and a local server. The software will be compatible with any modern web browser and can operate on a smart phone, tablet, or personal computer. Further, the program will be written such that it can easily be transitioned across any military personnel commands with some customization based upon metrics that are collected. This notice does not obligate the Government to issue a solicitation or to award a contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to the respondents with respect to any information submitted. Responses to the RFI will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.
