Description
NOTE: THIS IS A PRE-SOLICITATION NOTICE. NO PROPOSALS ARE REQUESTED AT THIS TIME. THE FINAL RFP WILL BE RELEASED ON OR ABOUT 26 DECEMBER 2015. The Transatlantic Afghanistan District (TAA) intends to issue a Request for Proposal (RFP) utilizing limited competition to Section 886 Afghan Companies for a Multiple Award Task Order Contract (MATOC). This acquisition will be known as the Transatlantic Afghanistan Rapid Construction ("TARC") vehicle and will be used to execute task orders for design-build and site-adapt construction requirements. This MATOC will include up to twelve contractors and have a total capacity of $250 million, with one base-year and four one-year options. This procurement is a two-phase design-build solicitation in accordance with FAR Subpart 36.303 and FAR Subpart 15.101-2. The Government intends to award up to twelve MATOC contracts, and the solicitation will result in one firm fixed-price (FFP) task order as a seed project. One solicitation will be issued for this requirement, consisting of a Request for Qualification (RFQ) during Phase One and RFP for Phase Two. All qualified offerors can submit under Phase One, and proposals will be evaluated in Phase One using the process in FAR 36.3 to determine which offerors will receive an amendment with the final RFP and be requested to submit proposals for Phase Two. Phase One and Phase Two proposals will be evaluated based on a Best Value Tradeoff source selection process. Awards will be made only to offerors who are determined responsible in accordance with FAR 9.1, who conform to the solicitation requirements, and whose proposals, judged by an overall assessment of the evaluation criteria and other considerations specified in this solicitation, and who provide the best value to the Government. All offerors must be completely registered in the Joint Contingency Contracting System (JCCS) and the System for Award Management (SAM) at the time of evaluation. Offerors not completely registered in JCCS and SAM will be considered non-responsive and will not be evaluated for award. Solicitation documents for Phase I will only be available on the Federal Business Opportunities (FBO) home page located at www.fbo.gov. Hard copies will not be provided. No written or faxed requests will be accepted. Contractors are responsible for printing hard copies of the solicitations. All amendments issued for the Phase I evaluation will be posted to FBO at the above address. Hard copies of amendments will not be furnished. It is the contractor's responsibility to monitor the web site for any amendments to this solicitation. Contractors are required to download the solicitation (including specifications and drawings) and all amendments. Liquidated damages will be specified during Phase Two. All offerors are advised that this requirement may be cancelled or rescinded at any time during the solicitation, selection, evaluation, and/or final award process. This acquisition is unrestricted.
