Description

Introduction This is a Request for Information (RFI)/Sources Sought notice issued in accordance with FAR 15.201(e) to conduct market research. This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue a RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The VA is not, at this time, seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Requirement The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Region 1 (R1) Telecom Business Office (TBO) has a requirement for Local Exchange Carrier (LEC) Services for the state of Alaska. LEC communication voice and data services are required for the VA OI&T R1 sites as listed in the Addendum A, located in the attached draft Performance Work Statement (PWS) and based on their Local Access and Transport Area (LATA) coverage. These sites include VA Medical Centers (VAMCs), Veteran Outreach Centers, Community Based Outpatient Clinics (CBOCs) and other VA facilities in the R1 catchment area. Addendum A contains a list of current locations in R1. There can be anywhere from 30 to 60 location 'addition' or 'move' changes of telecommunications (voice/data) services during the course of any year. The incumbent is Alaska Communications Systems Holdings, Inc., 600 Telephone Ave., Anchorage, Alaska 99503. The North American Industrial Classification (NAICS) for this effort is 517110. The required LEC services are needed by March 1, 2016. The required service types, features and quantities are as follows: Service Types and FeaturesQuantity Plain Old Telephone Service (POTS)70 Primary Rate Integrated Services Digital Network (PRI ISDN)11 Direct Inward Dial (DIDs, Blocks of 20)78 Metro Ethernet 5MB7 Metro Ethernet 10MB1 Metro Ethernet 20MB4 Metro Ethernet 200MB1 Attached please find the draft PWS for R1 LEC Services for the State of Alaska. Submittal Instructions If your company is capable of providing the aforementioned services by March 1, 2016, please submit a Vendor Capabilities Statement, limited to five pages for your company, single spaced, 12 point font minimum, to include a cover page which indicates your company's full name, point of contacts and your size standard for NAICS 51711. The response shall indicate any required transition period, to include the duration of the transition. Your response should also include a cost estimate for the identified services to include any necessary transition and infrastructure costs, as applicable. All proprietary/company confidential material shall be clearly marked on every page that contains such. Also, please submit the name, phone number, and email address of the lead from your organization. All interested parties shall respond no later than 12:00 PM noon EST on December 14, 2015 via email to Contract Specialist, Matthew Truex, at matthew.truex@va.gov. This RFI is for planning purposes only and shall not be considered an Invitation for Bids, Request for Task Execution Plan, Request for Quotations or a RFP. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Your response to this RFI will be treated only as information for the Government to consider. You will not be entitled to payment for direct or indirect costs that you incur in responding to this RFI. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated or received for this effort. The information provided may be used by VA in developing its acquisition strategy and Performance Work Statement. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI. VA reserves the right to not respond to any or all emails or materials submitted. All VA current requirements identified herein are subject to change at any time.
