RFI Information Question Sheet Performance Work Statement REQUEST FOR INFORMATION HSFE70-16-I-0011 Emergency Support Function (ESF) #6 Support Services (ESS) RFI - Emergency Support Function (ESF) #6 Support Services (ESS) Page 1 of 3 EXECUTIVE SUMMARY This is a Source Sought Notice. The purpose of this Request for Information (RFI) is to seek industry input regarding the provision for the Federal Emergency Management Agency's (FEMA) Emergency Support Function (ESF) 6 Support Services. Under the National Response Framework, Emergency Support Function (ESF) #6, FEMA is responsible for coordinating and providing Mass Care, Emergency Assistance, Temporary Housing, and Human Services programs, services, and support to State and local government. ESF #6 mission areas include congregate and non-congregate sheltering, feeding, distribution of emergency supplies, and reunification services; support for children, people with disabilities and others with access and functional needs, mass evacuation, household pets and service animals; voluntary agency coordination and donations management; direct housing and financial assistance; and human services programs, as defined in the Stafford Act, as well as under the Economy Act. FEMA may deploy staff, equipment, materials, and supplies to augment State capabilities. It is FEMA's intent to enhance private sector engagement to bolster the nation's whole community preparedness, response, and recovery capabilities. When states receive a Presidential declaration of emergency or major disaster, they may request assistance from FEMA to provide life-sustaining mass care/emergency assistance to the affected population. In the aftermath of a large-scale disaster or catastrophic event, there will be an immediate need to provide critical life-sustaining assistance such as shelter, food and other mass care and emergency assistance services to disaster survivors. FEMA coordinates the overall ESF #6 response and may deploy staff, equipment, materials, and supplies to augment state capabilities. FEMA aligns ESF #6 under the Individual Assistance Division, whose mission is "to ensure that disaster survivors have timely access to a full range of programs and services to maximize their recovery, through coordination among local, Federal, State, Tribal governments, voluntary agencies, and the Private Sector". FEMA must have a reliable source to provide timely support to Federal mass care/emergency assistance operations under the following service categories: 1. Steady-State Support 2. Operational Planning Support 3. Staffing Support 4. Mass Care Assistance REQUEST FOR INFORMATION HSFE70-16-I-0011 Emergency Support Function (ESF) #6 Support Services (ESS) RFI - Emergency Support Function (ESF) #6 Support Services (ESS) The contractor shall provide timely support to Federal mass care/emergency assistance operations under the following service categories: Steady-State, Operational Planning Support, Staffing Support, and Mass Care Assistance. The contractor shall provide the following services and resources under Mass Care Emergency Assistance: site assessment and construction for mass care facilities; congregate and non-congregate sheltering in existing (fixed) and/or temporary facilities for humans and household pets; feeding services at fixed, mobile, or third party operations; warehouse and distribution support to Federal or third-party operations; set-up and management of emergency assistance support cells; and provision of mass evacuation support services to survivors at government-selected facilities. At a minimum the contractor shall be able to provide: 1. Two (2) full-time staff and one (1) part-time staff, and additional "as needed" staff to perform steady-state activities to maintain the capability to deliver all requirements established in the Performance Work Statement; 2. Construction support to retrofit existing buildings or to build 20 temporary mass care facilities; 3. Shelter and support for up to 50,000 survivors and the number of personnel required to support them each day for 60 days; 4. Up to 4,995 general and specialized staff for up to 60 days; 5. Up to150,000 meals per day for 60 days; and 6. Shelter and support for up to 4,000 household pets/service animals each day for 60 days. Contractor resources shall have a thorough understanding of the purpose for each Support Service category, and ability to determine and implement methods and processes for managing all Support Services in accordance with federal mass care regulations. A summary of the objective requirements are as follows: 1. Steady-State Support 2. Activities intended to maintain the capability of the contractor to deliver all requirements established in the Performance Work Statement. 3. Operational Planning Support 4. Support to the government and third-party operations. 5. Staffing Support 6. Specialized and general staff to support Federal and/or third-party mass care operations at the direction of the government and for a limited time. 7. Mass Care Assistance a. Site Assessment and Construction for Mass Care Facilities b. Congregate and Non-congregate Sheltering for Humans c. Sheltering and Support to Household Pets and Service Animals d. Feeding Services e. Warehouse and Distribution Support f. House-to-house Distribution g. Emergency Assistance Support Cells (EASCs) h. Community Distribution Points of Distribution (PODs) i. Mass Evacuation Support THIS IS A REQUEST FOR INFORMATION (RFI) IN ACCORDANCE WITH FAR 15.201(c) (7) AND FAR 52.215-3. This is NOT a Request for Proposal (RFP), request for quotation, or an invitation for bid. An RFP is not being issued at this time, and this notice shall not be considered as a commitment by the Government to issue a RFP, nor does it restrict the Government to a particular acquisition approach. Requests for a solicitation will not receive a response. This is a Request for Information only. The purpose of this Request for Information (RFI) is to conduct market research and create an early exchange of information with industry to promote a better understanding of possible future acquisitions, and industry capabilities. This RFI invites participation, by soliciting feedback from industry on fresh strategic approaches to the enclosed Draft Performance Work Statement (PWS). FEMA goal is to implement best practices, to improve productivity, gain efficiencies, and realize cost savings in consideration of industry recommendations. The information provided may be used by FEMA in developing its acquisition strategy. Responses to this RFI should not be construed as unsolicited proposals to - or providing preference in any contracting activity with - FEMA. Government is here by requesting feedback from industry. FEMA is asking questions from industry based on the Performance Work Statement (PWS) and/or capability statements from parties who are interested in this requirement who can possibly provide ALL services listed within the Performance Work Statement. From this RFI process, FEMA will: A) Review and answer questions received. B) Advertised questions and answers from the attached PWS. Please review the Performance Work Statement and provide your questions on the Question Document attached and/capability statements no later than 4:00 pm EST, Monday, December 21, 2015 by via email to the Contracting Officer, LaShawn Smith at Lashawn.smith@fema.dhs.gov, Isaac.Chapple@fema.dhs.gov, and Contract Specialist, Amanda Morgan@fema.dhs.gov. Responses to this RFI will be used to determine the potential levels of interest, adequate competition, and technical capability within the Industry.
