- The Space and Missile Systems Center's Advanced Systems and Development Directorate (SMC/AD) is seeking information related to the demonstrated technical maturity of potential ESLV systems/components. SMC/AD is specifically interested in reviewing Industry ESLV inputs from an integrated technical risk assessment and business case potential. Past ESLV development and operational precedents have been unable to concurrently attain a technically and commercially viable solution. Because there are ongoing Commercial/Government ESLV developments in progress, SMC/AD intends to narrow its market research to ESLV systems/components that are: 1) not currently supporting DoD/NASA operational launch services and 2) are not funded for full scale development. Further, ESLV systems/components that may have flown in a test and evaluation setting, but never operationalized, are still of interest to the Government. The ESLV payload of interest for the developmental technology maturation market survey is 100 - 500-lb class to Low Earth Orbit (LEO). The survey is seeking responses supported by documented evidence (test data/reports, photography/video, derived telemetry, proof of existing hardware, etc.), which can be made available for Government review upon request of expendable ESLV ground components and suborbital flight test campaigns. For consideration, the technology should have at least flown once suborbitally with representative propellants, traceable component technologies, and documented ground operations processes. Furthermore, propulsion system technology traceability must have adequate ground hot-fire test sequences and burn duration heritage to demonstrate sufficient maturity in meeting the ESLV's thrust, specific impulse, combustion stability, throttle, life, and reliability requirements. PURPOSE: The information provided by Industry will be used by the Government to assess program requirements for a new expendable ESLV flight development program with the objectives of minimizing overall cost, risk, and schedule. The survey is seeking to leverage mature expendable ESLV systems/components for flight test and evaluation. The specific intent of this market survey is to identify companies with mature technologies for future operational consideration. As a result, the scope of this survey will not consider unproven ESLV technologies (i.e., no supporting data), ESLV's systems currently under Engineering Manufacturing Development (EMD) or operationally proven ESLV systems. 1. Describe your ESLV's payload performance, technical configuration and concept of operations, illustrating all enabling technologies and their current Technology Readiness Levels (TRL). Please include each individual stage's gross weight, propellant mass fraction, specific impulse and thrust. The engine's pressurization technique (if applicable), and the stage's structural materials and manufacturing approach are also of interest. 2. Describe your company's experience in the design, manufacture and integration of ESLV technologies targeting a 100 - 500-lb payload class mission capability. 3. Describe previous/current ESLV risk reduction ground hardware and suborbital flight test programs that your company has been involved in and summarize the technical milestones achieved. 4. If applicable, describe other participating contractor arrangement(s) necessary to deliver key subsystem(s) to properly execute a future ESLV flight demonstration program. 5. Discuss previous ESLV technology investment magnitudes and whether the funding originated from private or Government sources. If Government funded, please provide agency contract number references. 6. Indicate your business size status as it corresponds to NAICS code 541712 and Small Business Size Standard of 1,000 Employees. Please submit any additional comments and suggestions that you would like to share with us regarding this ESLV developmental technology maturation market survey. Responses to this ESLV Market Survey are due to the Primary Point of Contact listed below no later than 21 days from the announcement date. The Survey should not exceed a 10 page Executive Summary (including figures and tables) with associated documented evidence appendices (no page limit) showing sufficient relevant technical achievement has been accomplished. Executive Summary font size should be a minimum of Calibri 11 point type. The text in figures and tables should be legible. Appendices can be of any font size/type but should be legible. All documented responses should be marked as proprietary information, as required. The Government will protect all submitted information marked proprietary accordingly. Be advised, all submissions may be reviewed, in whole or in part, by non-Government organizations or companies and these organizations or companies have non-disclosure agreements with the Air Force. Only unclassified responses are permitted. This notice is unrestricted and encourages responses from all responsible contractors, independent of size. Additionally, responses from small business and small disadvantaged business firms with NAICS 541712 are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions. The NAICS 541712 size standard (1,000 employees) is applicable to the subcategory for "Space Vehicles and Guided Missiles, their Propulsion Units, their Propulsion Units Parts, and their Auxiliary Equipment and Parts."
