Solicitation Number: W912JB-16-R-4000 Restrictions: Certified Service Disabled Veteran Owned Small Business (SDVOSB) Title: Transient Aircraft Services Location: Selfridge Air National Guard Base, MI 48045 (Macomb County) Issue Date: Tentative 1 January 2016 Pre Proposal conference and Site Visit: Tentative 15 January 2016 Closing Date: Tentative 31 January 2016 Award date: Tentative 01 March 2016 TRANSIENT AIRCRAFT SERVICE -- Selfridge Air National Guard Base, Michigan is requesting proposals from Certified Service Disabled Veteran Owned Small Business (SDVOSB) concerns for the award of a contract for Transient Aircraft Service. The Scope of work is as follows: The contractor shall provide all personnel, labor, equipment, tools, materials, supplies, and supervision necessary for the performance of this contract except as specified as Government Furnished, to provide safe Transient Aircraft services to SANGB, Michigan. These services may be required at multiple SANGB locations simultaneously. Transient Aircraft services shall include: transient aircraft management, arrival, processing, fleet and departure services for all transient aircraft. Contractors shall be fully qualified in all aspects of the requirements to be considered. Contactor shall be required to follow aircraft safety guidelines in accordance with Air Force Instructions and comply with Air Force and OSHA standards. The Government contemplates a basic contract period commencing 01 Mar 2016 through 28 Feb 2017 with 4 subsequent one-year option periods (possible duration 01 Mar 2016 thru 29 Feb 2020). This requirement is set-aside 100% for certified Service Disabled Veteran Owned Small Business concerns, offers from other than Certified Service Disabled Veteran Owned Small Business concerns will not be considered. The small business size standard for North American Industry Classification System Code 488190 is average annual receipts of $32,500,000 for the preceding 3 years. The successful contractor will be chosen using source selection procedures that result in the best value to the Government. All information required for submission of an offer will be identified in the solicitation. Solicitation W912JB-16-R-4000 will be issued electronically on/about 01 Jan 2016 at https://acquisition.army.mil/asfi/ and available at https://www.fbo.gov/ with an anticipated award date of 01 Mar 2016. All responsible sources may submit a proposal which shall be considered by the agency. This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. The synopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. Paper copies will not be available.
