- Description
- This is a modification to the synopsis entitled Systems and Software Assurance Services (SAS) in support of NASA IV&V Facility in Fairmont, WV which was posted on November 3, 2015. You are notified that the following changes are made: FAR 9.5 generally addresses Organizational Conflicts of Interest (OCI). When a Contractors judgment and objectivity in performing the contract requirements may be affected because performance has the potential to affect other interests of the Contractor, the result is an OCI based on impaired objectivity. Given the systems and software assurance services contemplated under this Contract, it is possible that a Contractor with other NASA contracts could have an impermissible OCI resulting in impaired objectivity. An OCI arising from other contracts currently held by a potential Offeror may render that Offeror ineligible for award of SAS unless the Offeror is able to propose an approach that fully mitigates the OCI. In addition, as previously stated, the resulting contract will include a Limitation of Future Contracting clause. To the extent a future NASA solicitation seeks products or services that are subject to review in performance of this Contract, the SAS Contractor would be ineligible to provide those products or services absent the COs approval of a detailed plan that fully mitigates the OCI. Offerors are encouraged to provide mitigation strategies addressing OCI concerns. Offerors should submit their strategies (not exceeding 10 pages) via e-mail to the Contracting Officer by December 11, 2015. The goal is to provide feedback on the Offerors mitigation strategies before the issuance of the Draft Request for Proposal. Offerors will not be considered ineligible from competition if mitigation strategies are not provided. NASA Clause 1852.215-84, Ombudsman, is applicable. The draft solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. It is the Offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).
