THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING AN RFQ PACKAGE OR SOLICITATION. THERE IS NO RFQ PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) has issued this sources sought announcement on behalf of the Center for Tobacco Products (CTP) in order to determine if there are existing sources capable of providing services to: • Establish a mechanism for CTP to elicit assessments and evaluations of tobacco-related public education activities • Qualitatively and quantitatively measure and report to the FDA the degree to which these activities lead to successful outcomes • Identify the need for effectiveness-improving adjustments • Assess and report to the FDA the long-term public health impact of these activities If your firm is considered a source under North American Industry Classification System (NAICS) code 923120, Administration of Public Health Programs, and you believe that your firm would be able to provide the FDA with the services described below, please submit an email to Aimee.Swann@fda.hhs.gov. The company must identify whether or not it is a Small Business and demonstrate how it can meet all of the minimum performance requirements. Background The Center for Tobacco Products is tasked with developing and implementing effective regulatory strategies for reducing the public health burden of tobacco products. With emphasis upon preventing and reducing tobacco use among young people in the United States, CTP is executing a campaign of public education activities to inform a variety of audiences about tobacco products and their regulation designed to discourage tobacco use. CTP seeks to conduct evaluations of its campaigns to measure the impact and effectiveness of its public education activities on reducing tobacco-related death and disease. This will include process evaluations to assess whether activities were conducted as planned, outcome evaluations to assess how well program activities achieved the intended goals and objectives, and pre-testing of evaluation methodologies to assess effectiveness of new evaluation approaches. Campaign-related outcome evaluation measures will include gauging target audience exposure to, awareness of, and receptivity to, messages in relation to resultant changes in tobacco-related knowledge, attitudes, beliefs, and behaviors. Evaluation of CTP's public education activities, particularly campaigns, is complicated by the multiple factors that influence tobacco initiation, use, and cessation behaviors. Further, measuring exposure to specific campaigns is increasingly complicated. CTP requires rigorous scientific evaluations of its national and local tobacco-related public education activities and programs that account for these complex factors. Responses to this sources sought shall demonstrate that the respondent is regularly engaged in the provision of the same or substantially similar services. All interested parties may respond. At a minimum, responses shall include the following: • Business name and bio, DUNS number, business address, business website, business size (if Small Business or not and status if Small Business (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address. • Descriptive literature, brochures, marketing material, etc. detailing the nature of the services the responding firm can provide. • Description of capabilities to perform the following services: • Collaborate with FDA staff and other external contractors • Collect comprehensive background information at a minimum using the following methodologies: o Conduct literature reviews o Conduct comprehensive analysis o Conduct informational interviews • Develop evaluation protocols, instruments, assent and consent forms, lead letters and data analysis plan for process and outcome evaluations of national and local public education activities, as well as for pre-testing of evaluation methodologies. • Obtain input from subject matter and methodological experts on development of evaluation instruments, methodologies, and proposed analyses. • Prepare Information Collection Request (ICR) documentation for clearance submissions, including: o Office of Management and Budget (OMB) approval for information collections with studies of nine or more participants to assess the burden of time on participants of that study o Research Involving Human Subjects Committee (RIHSC) clearance for any collection which includes human subjects, to ensure that the rights of human subjects are protected. • Collect primary data through implementation of approved studies and secondary data such as analyses of population health statistics • Perform in-depth analyses of primary and secondary data on knowledge, attitudes, beliefs, and behaviors to national and local public education campaigns. • Develop reports and presentations, which include preliminary findings using both primary and secondary data sources and their implications, to summarize research results for internal use. • Develop manuscripts summarizing research results for submission to peer­reviewed journals. • Develop presentations summarizing research results for submission to professional conferences. • Recruit/work with vulnerable and hard to reach populations. Confidentiality No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non‐proprietary technical information in any resultant solicitation(s). Interested Contractors must respond with capability statements via email to Aimee.Swann@fda.hhs.gov on or before December 17, by 3:00pm EST. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre‐solicitation synopsis and solicitation may be published in FedBizOpps. However, responses to this notice will not be considered adequate responses to a solicitation.
