Description

The Department of Veterans Affairs, National Cemetery Administration, Contracting Service Office - Washington DC, intends to solicit bids to develop a new cemetery on a 50 acre parcel of land and Mountain Home Hospital Campus in Johnson City, Tennessee under Invitation for Bid (IFB) VA786A-16-B-0012 for the following: The Contractor shall completely prepare site for construction operations, furnish labor and materials and perform work as required by the Drawings and Specifications. The VA anticipates issuing a solicitation for this requirement on or about December 18, 2015. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies will be made available. The solicitation will provide instructions to contractors about the bid submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website (https://www.fbo.gov) so that they are notified of the issuance of the solicitation and any amendments. MAGNITUDE OF CONSTRUCTION: Between $5,000,000 and $10,000,000. CONTRACT DURATION: Performance period for this requirement is approximately Seven Hundred and Twenty (720) Calendar Days from date of receipt of the Notice to Proceed. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in System for Award Management (SAM) and in VetBiz database if applicable (VetBiz registration is required for Service Disabled Veteran Owned Small Businesses or Veteran Owned Small Businesses) under the applicable NAICS. Contractors may obtain SAM information at https://www.sam.gov and Vet Biz information at http://www.vip.vetbiz.gov. To be eligible for award, contractors must be registered in the System for Award Management database. Registration is free and potential offerors are encouraged to visit the SAM website as no award can be made to any offeror not registered in SAM. NAICS Code is 237990 (Other Heavy and Civil Engineering Construction) with a Small Business Size Standard of $36.5M. THE GOVERNMENT CONTEMPLATES AWARD OF A FIRM FIXED-RICE CONSTRUCTION CONTRACT UNDER 100% COMPETITVE SET ASIDE FOR SERVICE DISABLED VETERAN OWNED SMALL BUSINESS (SDVOSB). Award will be made on a competitive basis under Federal Acquisitions Regulations (FAR) 14 to the responsible SDVOSB business responding to this solicitation.
