- TRANSFORMER BUSHING DISPOSAL Notice type: Sources Sought Posting date: November 30, 2015 Response date: December 8, 2015 Classification code: F NAICS code: 562211 FSC: F999 Solicitation #: W912EF-16-R-SS15 This announcement constitutes a Sources Sought Synopsis (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The U.S. Army Corps of Engineers, Walla Walla District is seeking business sources for a service requirement entitled: "Transformer Bushing Disposal for Little Goose Dam". This is scheduled to be issued as a firm fixed price service contract. The purpose of this sources sought is to determine interest and capability of potential sources including large businesses, qualified 8(a) small businesses, Historically Underutilized Business Zone (HUBZONE) small businesses, Service Disabled Veteran Owned Small Businesses (SDVOSBs) and other small businesses relative to the North American Industry Classification code (NAICS) 562211. The Small Business size standard for this NAICS code is $38.5 million average annual revenue. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. The type of solicitation issued and the manner of advertisement may depend on the responses to this sources sought synopsis. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS (1) Your intent to submit a proposal for this project when it is formally advertised (2) Name of firm with address, phone and point of contact. (3) CAGE Code, DUNS number or a copy of your registration in the System for Award Management Registration (SAM) (4) The category of business, such as large, small, 8(a), HUBZONE, or SDVOSB (5) Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This should include documentation of past specialized experience and technical competence in fabricating similar products, up to three (3) past projects for which your firm was the prime contractor. The SOC should be no more than three pages in length. Firms responding to this sources sought synopsis, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought synopsis. Where to send responses: E-mail: patricia.thomas@usace.army.mil Response deadline December 8, 2015 at 2:00 p.m. (Eastern time zone) ACQUISITON IS FOR 100% SMALL BUSINESS CONTRACTORS This is a request for quotes for a transformer bushing disposal from Little Goose Dam, Dayton WA 99328. TECHNICAL SPECIFICATIONS Little Goose Dam Disposal of TSCA Regulated Bushing 1.0 Scope of Work The Contractor shall properly dispose of a 500kv bushing that contained <500 ppm Polychlorinated Biphenyls (PCBs) oil. 2.0 Specifications The bushing was taken out of service the 20th of May 2011 and drained of oil (some residual oil remains). It is presumed the PCB level was >50-<500 ppm PCB. The bushing weighs approximately 4000 pounds. The contractor will be required to transport the bushing from Little Goose Dam to an EPA licensed storage or disposal site. Little Goose Dam will load the bushing. Requirements • Licensed to transport Toxic Substance Control Act (TSCA) regulated PCB articles on an EPA hazardous waste manifest, must have appropriate placards for transporting vehicle. • Obtain an oil sample to determine PCB level and have it analyzed by a certified laboratory. • Send analytical oil sample results to Little Goose Dam and dictate appropriate disposal method that the contractor will proceed with. • Process and store bushing in an EPA (Environmental Protection Agency) licensed facility. Provide Little Goose with copies of all shipping papers and a Certificate of Destruction. • All transportation and disposal shall comply with local, state and federal rules, regulations and laws and have an EPA ID number when required by law. • Appropriate measures must be taken during the entire process to insure there are no accidental oil spills during the reclamation process, in the event a situation of this sort is to arise, the contractor will be responsible for all clean-up costs and reporting associated with the incident, additionally all clean-up efforts will conform to state and federal regulations. 3.0 Pre‐screen candidates using E‐Verify Program. The Contractor must pre‐screen candidates using the E‐verify Program (http://www.dhs.gov/E‐Verify) website to meet the established employment eligibility requirements. The Vendor must ensure that the Candidate has two valid forms of Government issued identification prior to ensure the correct information is entered into the E‐verify system. 4.0 Transportation Contractor will be required to arrange for pick-up of the bushing one week in advance. Transport will include containment for the bushing. No shipments are allowed other than normal business hours of Monday-Thursday 7:30AM-4:00PM PST, excluding federal holidays.
