- Industry Day Notification Notice of Contract Action (NOCA) The objective of the Integrated Demonstration and Applications Laboratory (IDAL) Research Program (IDARP) is to conduct leading-edge system of systems spectrum warfare applications/advanced technology development. Research will be conducted utilizing a multispectral synthetic battlespace simulation to integrate sensor/EW technologies, identify/resolve technology issues/risks, demonstrate technology applications/benefits and perform rapid technology insertions/transitions. The IDARP will facilitate demonstrations and verify value of new spectrum warfare technologies. The objectives include investigating methodologies and simulations for external Department of Defense (DoD) procurement activities related to electronic warfare skill sets. The work will develop and integrate protocols and instrumentation, augmenting agency developmental testing goals in the areas of electronic warfare technology. The IDARP provides the IDAL simulation and testbed functions required to rapidly develop, integrate, mature, transfer and transition technologies and systems to meet critical warfighter mission requirements. The program involves all phases of S&T research (6.1/6.2/6.3), weapon system development/production/sustainment and operational assessments/deployments through participation in collaborative partnerships. The program modifies, upgrades, develops, integrates, implements and maintains IDAL threat scenarios, digital simulations, man/hardware-in-the-loop simulators and technology demonstrator test-beds. The program uses IDAL threat scenarios, digital simulations, man/hardware-in-the-loop simulators and technology/system/operational testbeds to perform collaborative partnerships. The research involves simulation applications, operational evaluations/ verifications, and production evaluations/verifications. Projects may involve engineering and integration to correct identified system deficiencies for radio frequency (RF) systems currently in production. These collaborative projects may also involve fabrication and use of peculiar test equipment (costing in excess of $250,000.00) for assessing technology solutions. Operational assessments are implemented in a building block process through severable work elements that result in discrete/deliverable component products. Each severable work element is fully funded and completed within one year. Technical efforts are covered by the specific Task Orders (T.O.s) issued by the Contracting Officer within the scope of the SOW incorporated in the baseline contract. T.O.s will be used to convey requirements. The issuance of future T.O.s will allow the flexibility to provide necessary research for these activities.
