- Business Transformation - PWS Questions and Responses - Business Transformation - v2 SOURCES SOUGHT The Air Force District of Washington Contracting Activity is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for process consultation and planning. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541611. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform on this contract, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, cage code, DUNS Number and size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to 1) provide products consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully complete similar requirements. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Submission Instructions: Interested parties who consider themselves qualified to perform the above-listed services are invited to submit a response to this Sources Sought Notice by 5:30 PM ET, 30 Nov 15. Within your capability statement, please answer the following questions. 1. Does your company have access to certified Green Belt and Black Belt Lean Six Sigma personnel as well as Master Black Belts with experience mentoring and facilitating global, enterprise-level projects as well as direct mentorship and training from corporate (C-Level) leadership level to front-line workforce? 2. Does your company have access to personnel with leading edge experience in developing IT requirements for business systems, including development of reference models and non-materiel solutions, and the tracking of delivery of requirements and achievement associated performance improvement objectives? 3. Does you company have access to personnel with SECRET clearances ready to support Air Force projects? 4. Does your company have access to leading industry or public sector experts to advise and consult on current and evolving best practices spanning financial management; human resources management; supply chain management; maintenance, repair & overhaul management; real property management; contracting & procurement management; business systems management ; and medical services management. 5. Does your company have access to experienced, qualified personnel to support 4-8 major Air Force enterprise projects simultaneously over a 12 month period? Team member capability must reflect leading practices and span process improvement mentorship and facilitation; project management; organizational change management; and methods to document processes, information requirements for acquiring supporting Information Technology capabilities, and implementation plans for a major, global enterprise. 6. Does your company have access to experienced, qualified personnel in the National Capitol Region to facilitate workshops at the Pentagon, Andrews AFB, Bolling AFB, and office locations in Arlington, VA? 7. Does your company have access to personnel experienced in implementing the equivalent of Strategy Alignment and Deployment (a.k.a., Hoisin Kanri, Balanced Scorecard, and Policy Deployment) for major global industry encompassing top level corporate strategic goal setting, cascading goals through the enterprise (across functional disciplines and organizations), reporting status and progress on strategic goals and corporate performance standards, and alignment and management of key initiatives and taking corrective actions in association with those goals? 8. Does your company have the ability to apply the appropriate resources to a given task on a very short notice? Please provide a response that explains the requirements for which your company is capable of performing. Be sure to explain how your company will account for some portion(s) that you will use teaming or subcontracting for. Keep in mind a small business must be capable of performing at least 50% of the effort, as defined in Federal Acquisition Regulation clause 52.219-14, Limitations on Subcontracting.
