Description
FSC: 5821 (Radio and Television Communication Equipment, Airborne) 5841 (Radar Equipment, Airborne) NAICS: 334220 (Airborne radio communications equipment) 334511 (Search, detection, navigation, guidance, aeronautical, and nautical systems & instruments, radar equipment (airborne) The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole-source Basic Ordering Agreement (BOA) to Rockwell Collins, Inc. (RCI), 400 Collins RD NE, Cedar Rapids, IA., 52498 for activities to support: (1) AN/ARC-210(V) EP radio and its supporting equipment; repair or modification of AN/ARC-210(V) EP radios, components, and/or support equipment; technical documentation for the AN/ARC-210(V) EP radios, components, and support equipment; development/modification of support equipment for the AN/ARC-210(V) EP radios; acquisition logistics support (ALS) and supportability analysis with ALS data or support equipment; training support and training equipment; technical manuals and source data. (2) RCI's Control Display Unit (CDU) - based Common Cockpit System (CCS) and Flight Management System (FMS) to facilitate necessary functionality as directed by the Chief of Naval Operations and for supplies/services including the following: test and integration support; pre-planned product improvements (P3I); engineering and technical studies/investigations; engineering change proposal preparation; contractor validation, verification, and/or installation of engineering changes; spare and repair parts for the CDU based CCS and FMS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy the requirements." RCI is the sole designer, manufacturer, and supplier of the AN/ARC-210 radios. The Government does not possess adequate data or the rights necessary to competitively award this requirement. Furthermore,RCI is the Original Equipment Manufacturer (OEM) of both the hardware and software of the CDU-based CCS, and is the only company that has the ability, resources, technology, and documentation necessary to modify, develop, produce, maintain, and support these systems. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this requirement is within the discretion of the Government. No phone inquiries will be entertained.
