- The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement for the repairs to the Avery Brook Bridge, repairs to the Old Route 132 Bridge, and the repainting of the Old Route 132 Bridge, all located at the Union Village Dam, located in East Thetford, Vermont, to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for these procurements is 237310 (size standard $36.5 Million). The project is planned to be issued on or about April 2016. The project will occur in the summer of 2016 and is expected to take about two months, including submittal approval. The estimated construction cost is between $250,000 and $500,000.00. Please indicate in your response your preference to have this project to include all the work components described below or to split the project into two separate contract actions. One contract would be for painting and the other contract for concrete/shotcrete and hand rail modifications. This project consists of the following components: At the Avery Brook Bridge: -complete concrete and rebar repairs to the sidewalls and ceiling of the box culvert. This step will involve removing the deteriorated portions of the concrete and rebar, emplacing new wire mesh, and using shotcrete to cover over the new mesh and form a new surface. -fill the voids behind the vertical side walls of the box culvert with flowable fill. These voids are unknown in size but estimated to be less than a cubic yard on each side. At the Old Route 132 Bridge: -complete concrete and rebar repairs to both of the concrete abutments, above the waterline. -modify the steel side handrails to meet codes for pedestrian walkways. -complete a brush-off blasting of the steel grate bridge and repaint with a paint system that can withstand occasional submersion. Contractors should note that work on the Old Route 132 Bridge will require fall protection. Additionally, the primer is to be considered to contain lead, so disposal of paint and blast waste will require appropriate permits. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm's experience performing the work requirements stated above. The project examples must include the firm's experience in using shotcrete. The projects must have been performed within the last five years. Please indicate the team subcontractors that will be used to support the offeror's effort and include their prior experience and qualifications. Proof of bonding capability is required. Responses are due January 8th, 2016. Responses should be addressed to the U.S. Army Corps of Engineers, New England District, 696 Virginia Road, Concord, MA 01742-2751, ATTN: Robert Garrahan. Responses are limited to twenty pages. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
