Description
SPECIAL NOTICE: SOURCE SOUGHT & REQUEST FOR INFORMATION (RFI). THIS IS NOT A REQUEST FOR QUOTES. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The Government is not obligated to and will not pay for information received as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests to include an invite to further explain/demonstrate aspects of their propose approach. Requests for a solicitation will not receive a response. As part of this special notice DCMA will be evaluating for planning purposes if there exist an adequate number of qualified interested small business contractors capable of providing the required services. OVERVIEW Defense Contract Management Agency, Information Technology (IT) Directorate seeks IT research and advisory services for a cross functional team across a full spectrum of IT areas of operations and interest. This service will be provided through an extensive database search capability, analyst support via telephone calls, the opportunity to attend IT specific training focused at the IT directorate and division chief level and opportunities for a one on one discussions with an analyst based on an emerging technology. Extensive database searches are available to each team member through the use of a purchased license. This database must contain published articles and documents that focus on technology issues or concerns for the following key leaders: Chief of Technology, Chief of Facilities and Operations, Chief of Information Security, Chief of Enterprise Architecture, Chief of Field Services, and Asset, License Manager, and IT Technical Professional as they approach the last 18-24 months prior to fielding a system, standing up the system and through the remaining life cycle. The database must be accessible 24 X 7, anywhere in the world utilizing the World Wide Web (WWW) on multiple devices (desktop computer, laptop computer, Ipad, and Smart Phones). Analysist support is required and executed based on a request from a license holder or licenses holders. This license holder or licenses holders are able to request analyst support from the vender for the cross functional team via email or telephone call and the analyst is expected to respond within 18 working hours with an explanation or if the issue is complex then the analyst and license holder will set up a follow-on teleconference. The vender must provide training focused at the directorate and division chief level covering topics pertinent for: Chief of Technology, Chief of Facilities and Operations, Chief of Information Security, Chief of Enterprise Architecture, Chief of Field Services, and Asset, License Manager and IT Professionals. This training will focus on emerging technologies, processes, industry licenses, and The vender must be able to provide one on one analyst consultation either at a training venue, at DCMA Headquarters or a location identified by DCMAIT's cross functional team lead. As a minimum this analyst consultation will be open to all cross functional team member license holders. ABOUT DCMA DCMA is the Department of Defense's (DoD) component that works directly with Defense suppliers to help ensure that DoD, Federal, and allied government supplies and services are delivered on time, at projected cost, and meet performance requirements. DCMA directly contributes to the military readiness of the United States and its allies, and helps preserve the nation's freedom. DCMA provides Contract Administration Services to the DoD Acquisition Enterprise and its partners to ensure delivery of quality products and services to the warfighter on time and on cost. DCMA is a recognized leader of and contributor to many of DoD's business reform initiatives. Those initiatives' goals are to improve the Nation's defense in the most economical and efficient ways possible, involving the management of 334,000 prime contracts valued at approximately $1.2 Trillion. DCMA is headquartered in Ft Lee, Virginia and currently employs approximately 10,500 civilian and military professionals worldwide. DCMA consists of over 50 Contract Management Offices (CMOs) with over 800 employee duty stations worldwide, working with over 19,000 Defense related firms. PURPOSE OF THE RFI The purpose of this RFI is for DCMA-IT to identify vendors that are capable of meeting DCMAIT's IT Research and Advisory Service needs. DCMAIT will Note: At this time a single RFP is not planned to result from this RFI. RESPONSES TO THIS RFI All responses to this RFI shall include the following: A. POC who can provide DCMA with a user name and password to access vender's database. This will be coordinated directly with the Government POC who will access the availability and depth of published articles and documents that are available through vender's database. B. Venders shall quantify the number of articles and documents they published in the past 24 months that pertain to DCMAIT's areas of interest for our key leaders: Chief of Technology, Chief of Facilities and Operations, Chief of Information Security, Chief of Enterprise Architecture, Chief of Field Services, and Asset and License Manager, and IT Professionals. C. Venders shall quantify the number of IT Analyst that they have on staff that are available to address DCMAIT's concerns and interest. D. Venders shall quantify the number of DoD IT agencies that they support and identify them by name. E. Vendor shall identify number of IT Analyst that still work for them that have published articles and documents in the last 24 months. F. Vendor shall provide a calendar of the training sessions they conducted in the last 12 months and will provide in the next 12 months that could pertain to DCMAIT interest. G. Vendor shall provide a calendar that shows training that may be of interest to DCAMIT interest for the next six months. H. Vendor shall provide options for one on one discussion with analyst either during a training session or at a time and location agreed upon by the client and vendor and the cost associated with this one on one analyst session. I. DCMAIT shall accomplish this by assessing the information provided by each vendor as it relates to the vendors' capabilities to provide IT Research and Advisory Services through the use of an extensive database, analyst support via telephone, training focused at the directorate and division chief level (Chief of Technology, Chief of Facilities and Operations, Chief of Information Security, Chief of Enterprise Architecture, Chief of Field Services, Asset and License Manager and IT Professionals) and the ability to provide one on one analyst consultation.
