- Solicitation Package (29 pages) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals/quotations are being requested. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for RFQ AG-84N8-S-16-0006 N149Z (King Air) DeIce Boots. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, August 25, 2014. This acquisition is 100% set-aside for Total Small Business. The associated NAICS code is 336413 with a size standard of 500. Refer to the attached Solicitation Package for the Schedule of Items, Description of Requirements and Exhibits. Delivery/Period of Performance: Delivery is due by December 30, 2015. The provision at 52.212-1, Instruction to Offerors-Commercial, applies to this acquisition as well as the clauses/provisions detailed in the solicitation package. Offers will be evaluated using Lowest-Priced Technically Acceptable. The evaluation criteria are as follows: A contract will be awarded to the lowest-priced technically acceptable offeror. Proposals will be evaluated for acceptability but will not be ranked using the non-cost/price factors. In order to be eligible for award, offerors must receive a rating of "acceptable" in every non-price factor/subfactor. In the interest of economy and efficiency, the Government will start by evaluating the technical proposal of the lowest-priced offeror and will award to that offeror if the technical proposal is rated "technically acceptable". If the lowest offeror receives a rating of "unaccetable" in any of the non-cost factors, the Government will then move on to evaluating the technical proposal of the next lowest offeror and so on until a proposal is rated "technically acceptable". Therefore, the technical proposals of the non-low price offerors may or may not be evaluated. The Factors and Subfactors below will be used to determine technical acceptability. Offerors must receive a rating of "acceptable" on all Factors considered for award. Factor#1: Technical Approach In order to receive a rating of "acceptable" for this factor, offeror's must achieve a rating of "acceptable" for all of the following subfactors: Subfactor #1: Supply the quantities of items listed In order to receive a rating of "acceptable" for this subfactor, offeror must, at a minimum, provide a statement indicating their ability to supply the desired quantities of items listed in the schedule of items. Subfactor #2: Provide items that meet the desired minimum specificationis In order to receive a rating of "acceptable" for this subfactor, offeror must, at a minimum, provide descriptive information that enables the evaluators to determine that the items proposed on the quote will meet or exceed the minimum specifications for the items. Subfactor #3: Ability to meet the delivery date In order to receive a rating of "acceptable" for this subfactor, offeror must, at a minimum, provide an acceptable delivery schedule that meets or occurs prior to the delivery date indicated for this order. The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision with their Quotation. AGAR 104A-Representation by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction, applies to this acquisition. Offerors shall include a completed copy of the AGAR 104A for with their Quotation. Offers are due by December 8, 2015 at 1:00 p.m. (Mountain Time). Offers received after the due date and time may or may not/will not be considered. Offers may be submitted through regular mail or hand delivery. Faxed or E-mailed offers will not be accepted.
