- **THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT** The Overseas Private Investment Corporation (OPIC) is the U.S. Government's Development Finance Institution. OPIC's mission is to provide loans, guaranties, political risk insurance, and investment funds to assist American businesses expand into emerging markets. OPIC requires support services to establish a Loan Guaranty Facility (LGF 3) in the Palestinian Territories. Loans in U.S. Dollars, Jordanian Dinars and Israeli Shekels will be made by qualified financial institutions (potentially including non-governmental organizations, microfinance institutions, leasing companies, privately-owned commercial banks and credit cooperatives) (Lenders) to eligible small- and medium-sized enterprises (SMEs) and partially guaranteed by OPIC. In order to be considered by OPIC, the Contractor must have experience servicing loan guaranty programs in the Palestinian Territories, preferably for an agency of the United States or another Organization for Economic Cooperation and Development (OECD) country. The Contractor shall have personnel and infrastructure in place in the Palestinian territories to service a loan guaranty program or, at a minimum, the ability to quickly to hire and/or relocate personnel and develop infrastructure in the Palestinian Territories sufficient to service a loan guaranty program. The North American Industry Classification System (NAICS) code for this requirement is 541690 with the size standard of $15 million. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit their technical capabilities, which, if received within seven calendar days of publication of this notice, shall be considered by OPIC. All responses must be submitted to the Government Point of Contact. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
